Job Overview:
The position of Consultancy Appointment in the Quality Management and Performance Monitoring Section under the Office of the Executive Secretary (OES) is crucial for the development and implementation of evaluation plans and methodologies that align with the objectives of the PTS Capacity Building and Training (CBT) services. The consultant will be responsible for conducting a comprehensive desk review of existing CBT documentation, engaging with key stakeholders, and implementing inclusive data collection methods. The role requires analyzing data to assess the impact of CBT activities on institutional capacity and participant engagement, identifying strengths and gaps in service delivery, and preparing detailed assessment reports with actionable recommendations. The consultant will also organize workshops to validate findings with stakeholders and highlight success stories in the final report. This position is vital for enhancing the effectiveness of training and capacity-building initiatives within the CTBTO framework.

Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including:
  • Developing a comprehensive evaluation plan and methodology that aligns with the objectives of the PTS Capacity Building and Training (CBT) services.
  • Performing a thorough desk review of existing CBT documentation, including information papers, plans, procedures, reports, and records.
  • Identifying and engaging with key internal and external stakeholders, including Station Operators and NDC staff, to gather insights and feedback.
  • Implementing inclusive qualitative and quantitative data collection methods that capture information from diverse demographics, ensuring representation from both men and women and considering regional distribution.
  • Analyzing the collected data to assess the impact of CBT activities on institutional capacity, technical competencies, and long-term engagement of participants.
  • Identifying strengths, gaps, and opportunities for improving CBT service delivery based on the analysis.
  • Organizing preliminary findings workshops to validate results with relevant stakeholders and gather additional input.
  • Developing evidence-based key findings and actionable recommendations for enhancing CBT services.
  • Preparing and delivering a comprehensive assessment report that includes an executive summary, detailed findings, and annexes. 1
  • Highlighting notable success stories and good practices in a dedicated section of the final report. 1
  • Performing other duties as assigned by the Chief of the Quality Management and Performance Monitoring Section.

Required Qualifications:
Candidates must possess at least seven (7) years of relevant professional experience in evaluation or impact assessment of training, capacity building, or development programs. Proven experience in applying qualitative and quantitative evaluation methodologies is essential. Strong analytical, research, and report writing skills are required, along with familiarity with data analysis tools and project management software. Experience working within international organizations and multilateral contexts is desirable, as is an understanding of technical training in science or engineering domains. Knowledge of the CTBTO’s mandate or similar verification regimes is an asset, as well as an understanding of gender-responsive and inclusive data collection methods and awareness of regional distribution in program implementation.

Educational Background:
An advanced university degree in Education, International Development, Social Sciences, Economics, Evaluation, or a related field is required for this position. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and practical skills to effectively contribute to the evaluation and assessment of training and capacity-building initiatives.

Experience:
The position requires a minimum of seven (7) years of relevant professional experience in evaluation or impact assessment, specifically related to training, capacity building, or development programs. Candidates should have a proven track record of applying qualitative and quantitative evaluation methodologies, demonstrating strong analytical and research capabilities. Familiarity with data analysis tools and project management software is also necessary, along with experience in international organizations or multilateral contexts, which will enhance the candidate's ability to navigate the complexities of the CTBTO's operational environment.

Languages:
Excellent oral and written communication skills in English are essential for this position. Additionally, knowledge of one or more of the other official CTBTO languages, including Arabic, Chinese, French, Russian, or Spanish, is desirable and will be considered an asset in facilitating communication with diverse stakeholders and enhancing the effectiveness of the consultant's work.

Additional Notes:
The consultancy assignment is limited to a maximum period of 130 working days, operating on a call-off basis. The position is classified at the P-4 grade level, and the CTBTO offers an attractive compensation and benefits package in accordance with the policies of the International Civil Service Commission.
