Job Overview: The position of International Consultant for Nauru Youth Policy Finalization involves a critical role in reviewing and updating the existing Nauru National Youth Policy (2008-2015). The consultant will engage with key stakeholders through a consultative process to ensure that the updated policy reflects the needs and priorities of the youth in Nauru. The consultant will also be responsible for finalizing a results-oriented and costed strategic action plan that aligns with national priorities and resource capacities. Additionally, the consultant will develop a comprehensive communication, messaging, and advocacy plan to promote awareness and facilitate the uptake of the new youth policy and strategic action plan. This role requires close collaboration with various government departments, civil society organizations, and international development agencies to ensure alignment with the Nauru National Sustainable Development Strategy 2019-2030.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Conducting a technical review of the old Youth Policy and providing comments to the Advisory Panel by July 202
Updating the Youth Policy draft to include context, structure, provisions, actors, and a Strategic Action Plan with indicators, baseline, targets, and budget allocation by September 202
Finalizing changes to the Youth Policy and Strategic Action Plan based on feedback from the Advisory Panel and UNFPA by October.
Supporting the formal adoption process of the youth policy, including drafting relevant cabinet papers and presentations by October.
Assisting in the development of a Media Kit for advocacy and the launch of the Youth Policy and Strategic Action Plan by November.
Required Qualifications: The ideal candidate must possess a Master's Degree in areas related to policy and law, human rights, population and development, youth and social development, or gender and development. Additionally, the candidate should have at least 7 years of experience in relevant thematic areas, including substantive knowledge and practical experience in sexual and reproductive health, population and development, and gender programming. Strong organizational skills, attention to detail, and the ability to work independently and collaboratively in diverse settings are essential. Proficiency in the Google Suite and familiarity with the Pacific context, particularly Nauru, are also advantageous.
Educational Background: Candidates must have a Master's Degree in fields related to policy and law, human rights, population and development, youth and social development, or gender and development. This educational background is crucial for understanding the complexities of youth policy and its implications for social development in Nauru.
Experience: A minimum of 7 years of relevant experience is required, particularly in areas related to policy and law, human rights, population and development, youth and social development, and gender and development. Candidates should have substantial knowledge and practical experience in sexual and reproductive health and gender programming, as well as experience in monitoring and evaluation of programs.
Languages: Proficiency in both spoken and written English is mandatory for this position. Additionally, a working knowledge of Nauruan is considered an asset, as it would facilitate better communication and engagement with local stakeholders.
Additional Notes: The position is a consultancy role with specific deliverables and payment milestones tied to the completion of each task. The consultant will work closely with the Nauru Department of Community and Youth and other relevant stakeholders.
