Job Overview:
The Field Security Assistant plays a crucial role in supporting the Chief of Mission (CoM) in managing security-related aspects of field operations within the IOM Country Office in Moldova. This position requires maintaining effective relationships with the United Nations Department of Safety and Security (UNDSS), local authorities, and host government agencies to gather and communicate vital security information. The assistant will also be involved in developing and implementing security plans tailored to the specific needs of the IOM Country Office, ensuring compliance with safety protocols, and conducting security training for staff. The role is essential for maintaining a secure environment for IOM operations and personnel, thereby facilitating the organization's mission to assist migrants and communities in need.

Duties and Responsibilities:
  • Maintain effective working relationships with the country’s UNDSS office, host government agencies, and local authorities to gather up-to-date security information beneficial to IOM operations in Moldova.
  • Assist the Chief of Mission in collecting, updating, and communicating information regarding the security situation in Moldova.
  • Support the development and implementation of IOM Country Office-specific security plans, including contingency and emergency response plans, and Standard Operating Procedures (SOPs).
  • Ensure staff compliance with safety and security protocols, including mandatory security training and obtaining necessary security clearances.
  • Conduct security surveys of IOM offices in Moldova and support the management of the Country Office Warden system.
  • Maintain updated staff lists and ensure the operability of communication systems, particularly SCAAN.
  • Ensure all safety and security communications equipment is functional and maintain a regular inventory.
  • Assist in reporting security incidents affecting IOM personnel and operations, including preparing security reports.
  • Organize and conduct training courses on security awareness and preparedness for newly assigned IOM personnel. 1
  • Maintain an orderly filing system for confidential correspondence and security documents, including a database of contact details for relevant authorities. 1
  • Perform additional duties as assigned by the Chief of Mission.

Required Qualifications:
Candidates must possess a university degree in Security, Social Sciences, International Studies, Communications, or a related field from an accredited institution, along with three years of relevant professional experience. Alternatively, a completed High School degree with five years of relevant professional experience is acceptable. Relevant professional experience in the humanitarian, public, private, or corporate sector is desirable, particularly in security coordination and administrative support for international organizations. Experience with radio communications and completion of the UNDSS Field Security Associate (FSA) course is also desirable.

Educational Background:
A university degree in a relevant field such as Security, Social Sciences, International Studies, or Communications is required. Candidates with a completed High School degree may also apply if they have sufficient relevant professional experience. The educational background should be from an accredited academic institution to ensure the quality and recognition of the qualifications.

Experience:
The position requires relevant professional experience in the humanitarian sector or related fields. Candidates should have experience in providing security coordination and administrative support, preferably within an international organization. Familiarity with radio communications and successful completion of the UNDSS Field Security Associate (FSA) course are considered advantageous. The ideal candidate should demonstrate a solid understanding of security protocols and practices in a field environment.

Languages:
Fluency in English and Romanian is mandatory for this position, both oral and written. A working knowledge of the Russian language is considered desirable, as it may enhance communication with local authorities and stakeholders. Proficiency in IOM’s official languages, which include English, French, and Spanish, is also beneficial, particularly for candidates in professional roles.

Additional Notes:
This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Moldova will be considered. The appointment will be contingent upon medical fitness certification, verification of residency, and necessary government authorizations. Vaccination against COVID-19 is required for IOM personnel. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
