Job Overview:
The Deputy Country Director for Program Development and Quality will play a crucial role in shaping and implementing the organization's strategic vision in Israel. This position involves overseeing program development, ensuring high-quality implementation of projects, and fostering collaboration among various stakeholders. The Deputy Country Director will be responsible for leading a team of program managers and ensuring that all initiatives align with the organization's goals and objectives. This role requires a deep understanding of the local context, as well as the ability to adapt global strategies to meet local needs. The successful candidate will also engage in resource mobilization efforts, working closely with donors and partners to secure funding for programs.

Duties and Responsibilities:
  • Lead the development and implementation of program strategies that align with the organization's mission and goals.
  • Oversee the design and execution of high-quality programs, ensuring they meet the needs of beneficiaries and adhere to best practices.
  • Manage and mentor program staff, providing guidance and support to enhance their professional development.
  • Collaborate with other departments to ensure integrated programming and effective resource allocation.
  • Monitor and evaluate program performance, using data to inform decision-making and improve outcomes.
  • Build and maintain relationships with key stakeholders, including government agencies, NGOs, and community organizations.
  • Represent the organization in external meetings and forums, advocating for the needs of the communities served.
  • Contribute to fundraising efforts by developing proposals and engaging with potential donors.
  • Ensure compliance with organizational policies and procedures, as well as donor requirements. 1
  • Prepare reports and presentations for internal and external audiences, highlighting program achievements and challenges.

Required Qualifications:
  • Proven experience in program development and management, preferably in an international development or humanitarian context.
  • Strong leadership skills with the ability to inspire and motivate a diverse team.
  • Excellent communication and interpersonal skills, with the ability to build relationships with various stakeholders.
  • Demonstrated ability to think strategically and translate strategies into actionable plans.
  • Strong analytical skills, with experience in monitoring and evaluation methodologies.
  • Knowledge of the local context and challenges in Israel is highly desirable.

Educational Background:
A Master's degree in international development, public administration, social sciences, or a related field is required. Additional certifications in project management or program evaluation are a plus.

Experience:
A minimum of 7-10 years of relevant experience in program development and management, with at least 3 years in a leadership role. Experience working in Israel or similar contexts is preferred.

Languages:
Fluency in English is mandatory, and proficiency in Hebrew or Arabic is highly desirable. Knowledge of additional languages is a plus.
