Job Overview:
The Shelter/WASH Technical Officer position is crucial for ensuring that the Shelter first-line response, as well as the repair and rehabilitation of buildings and community infrastructures, are effectively planned, implemented, monitored, and reported in accordance with NRC standards and national regulations. This role involves overseeing the provision of WASH systems and energy-efficient solutions, ensuring compliance with NRC policies and guidelines. The officer will be responsible for the quality control of project activities, technical documentation, and providing support and capacity building to project staff. The position requires a proactive approach to assessing humanitarian needs and proposing technical solutions for materials assistance, repair, and rehabilitation. The officer will also engage with communities and local authorities to ensure that projects align with national guidelines and effectively target participants in need.

Duties and Responsibilities:
The duties and responsibilities of the Shelter/WASH Technical Officer include conducting humanitarian needs and structural assessments of buildings and WASH facilities, proposing technical solutions for materials assistance, and preparing technical specifications and requirements for project implementation. The officer will assess the completion of works and prepare recommendations for payments, supervise construction works, and ensure quality control of materials and workmanship. Community participation is essential, and the officer will involve and inform communities about project activities. Additionally, the officer will provide technical support to municipalities and public bodies, ensure timely distribution of materials, track data for interventions, and prepare progress reports. The officer will assist the direct line manager in drafting reports and perform any other duties as assigned.

Required Qualifications:
Candidates must have experience working within the technical expertise area in a humanitarian or recovery context, with at least three years of experience as a engineer" style="border-bottom: 1px dotted #007bff !important;">civil engineer. Knowledge of BoQ, construction norms and standards, and design-development" style="border-bottom: 1px dotted #007bff !important;">design development is essential. A university degree in architecture or engineering (civil, structural, electro-mechanical, hydrogeology, environmental, energy, or related fields) is required. Documented results related to the position's responsibilities are necessary, along with proficiency in computer programs such as MS Word, MS Excel, and AutoCAD. Excellent time management and organizational skills are crucial, as well as the ability to work autonomously under tight deadlines.

Educational Background:
The educational background required for this position includes a university degree in relevant fields such as architecture or engineering. Candidates should have a strong foundation in civil, structural, electro-mechanical, hydrogeology, environmental, or energy-related disciplines to effectively fulfill the technical responsibilities of the role.

Experience:
The position requires candidates to have a minimum of three years of experience working as a civil engineer, particularly in contexts that are complex and volatile. This experience should include knowledge of construction norms, standards, and the development of technical requirements for design and construction.

Languages:
Fluency in Ukrainian and Russian is essential for this position, as these languages are necessary for effective communication within the local context. Additionally, candidates should have pre-intermediate to intermediate proficiency in English, both written and verbal, to facilitate communication with international stakeholders and documentation.
