Job Overview:
The Finance Manager position is crucial for ensuring high levels of resource stewardship and financial accountability within the Country Program (CP) and its partners. The role involves managing financial processes in accordance with established policies, providing proactive service delivery, and supporting managers and staff throughout the project cycle. The Finance Manager will oversee budget development and management, ensuring compliance with CRS policies, Generally Accepted Accounting Principles (GAAP), and donor regulations. This position requires strong analytical skills to interpret financial data for decision-making and to manage financial risks effectively. The Finance Manager will also lead efforts to strengthen the financial management capacity of staff and sub-recipients, ensuring timely and accurate reporting to stakeholders.

Duties and Responsibilities:
The Finance Manager will develop and manage financial processes, ensuring compliance with CRS policies and legal requirements. Key responsibilities include:
  • Providing proactive service delivery and support to managers and staff in managing the project cycle.
  • Coordinating effective budget development and management, ensuring accuracy and consistency of financial data.
  • Ensuring integrity of accounting information and establishing quality control over financial reporting.
  • Leading the preparation of financial data and analysis for decision-making.
  • Managing team dynamics and providing coaching and performance management for direct reports.
  • Overseeing timely submission of financial reports to stakeholders.
  • Assessing financial management capacity of staff and sub-recipients and providing necessary training.
  • Closing audit findings in a timely manner.

Required Qualifications:
Candidates must possess a B.A. degree in Accounting, Finance, Economics, or Business Administration, with courses in accounting. A professional accounting qualification (CPA/ACCA or equivalent) is highly preferred, along with an MBA or Master’s degree in a related field. Candidates should have a minimum of eight years of experience in a similar position, preferably with an International NGO, and experience working with UN agencies and major donors such as the World Bank and USAID/BHA is advantageous. Additional education may substitute for some experience.

Educational Background:
The educational background required for this position includes a B.A. degree in Accounting, Finance, Economics, or Business Administration, with specific courses in accounting. A professional certification in accounting or a related field is highly preferred. An MBA or Master’s degree with a focus on Accounting is also preferred, indicating a higher level of expertise in financial management.

Experience:
The Finance Manager should have a minimum of eight years of relevant experience in a similar position, ideally within an International NGO context. Experience with UN agencies and major donors is highly valued. Candidates with additional education may have some of their experience requirements substituted, but practical experience in financial management is essential for this role.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered an added advantage. This bilingual capability will enhance communication with local stakeholders and facilitate effective financial management in the region.

Additional Notes:
The position may require travel up to 20% in remote locations, particularly in Darfur and other field locations. CRS emphasizes the importance of ethical conduct and personal accountability among its staff.
