UNFPA (United Nations Population Fund) has been operational in Thailand since 1971, focusing on enhancing sexual and reproductive health and rights (SRHR), promoting gender equality, empowering young people, and strengthening the generation and use of population data for development. The organization is currently implementing its 12th Country Programme (2022-2026) in partnership with the Government of Thailand, emphasizing evidence-based programming and accountability through evaluations.

Job Overview:
The Evaluation Team Leader will be responsible for the overall design and implementation of the Country Programme Evaluation (CPE) for UNFPA Thailand. This role involves ensuring the quality and timely submission of all evaluation deliverables in accordance with the Terms of Reference (ToR). The Evaluation Team Leader will coordinate the evaluation team, working closely with various stakeholders, including the CPE Manager, to ensure a robust and inclusive evaluation process. The position requires a strong focus on methodological guidance, data collection, analysis, and stakeholder engagement, with an emphasis on producing actionable recommendations for future programming.

Duties and Responsibilities:
  • Leadership and Coordination: Lead the design, planning, and execution of the CPE, oversee the evaluation team, ensure timely submission of deliverables, and foster a collaborative environment.
  • Design and Methodology Development: Draft and present the Design Report, define evaluation approaches and methodologies, and ensure adherence to UNFPA guidelines.
  • Field Phase and Data Collection: Oversee field data collection, guide the evaluation team in conducting interviews and surveys, and ensure ethical data collection practices.
  • Analysis, Reporting, and Quality Assurance: Draft evaluation reports, ensure data accuracy, and maintain communication with the CPE Manager.
  • Stakeholder Engagement: Present findings to stakeholders, facilitate discussions on results, and enhance ownership of findings.
  • Thematic and Evaluation Expertise: Provide technical expertise in areas such as Sexual and Reproductive Health and Rights, Adolescents and Youth, or Gender Equality and GBV, contributing to the evaluation design and analysis.

Required Qualifications:
Candidates must possess a Master’s degree in public health, social sciences, demography, statistics, development studies, or a related field. They should have at least 7 years of experience in conducting or managing assessments in international development, with extensive experience in leading evaluations for UN organizations or international NGOs. Candidates should demonstrate expertise in thematic areas relevant to the evaluation, possess knowledge of theory-based evaluation approaches, and have the ability to integrate human rights and gender perspectives throughout the evaluation process. Excellent management, leadership, and communication skills are essential.

Educational Background:
A Master’s degree in public health, social sciences, demography, statistics, development studies, or a related field is required for this position. This educational background is crucial for understanding the complexities of sexual and reproductive health, gender equality, and population dynamics, which are central to the evaluation process.

Experience:
Candidates should have a minimum of 7 years of relevant experience in international development, particularly in conducting or managing evaluations. Experience in leading complex evaluations commissioned by UN organizations or other international entities is essential. The candidate should also have a proven track record of working with multidisciplinary teams and managing diverse stakeholders effectively.

Languages:
Fluency in written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the context of the evaluation or the populations being served.
