Job Overview:
The Monitoring Consultant will play a crucial role in providing independent monitoring and quality assurance for the implementation of the Accelerated Plan (2025-2027) for the National Strategy for Population and Development in Egypt. This consultancy aims to ensure that the objectives of the Accelerated Plan are met effectively and efficiently. The consultant will work closely with the UNFPA Population and Development Programme Analyst and the NPC Rapporteur, focusing on assessing the quality of progress towards achieving the targets set by the National Population Council (NPC). The consultant will be responsible for identifying challenges, providing recommendations, and ensuring that the plan's goals are successfully achieved. The role requires a deep understanding of the population issues in Egypt and the ability to analyze and report on the progress of various interventions.

Duties and Responsibilities:
The Monitoring Consultant will have a comprehensive set of responsibilities, including:
  • Monitoring Progress: Reviewing progress reports from red zones, enhancing the monitoring framework, conducting site visits, advising on resource utilization, and assessing the quality of interventions.
  • Quality Assurance: Identifying bottlenecks in implementation, providing recommendations for quality improvement, and enhancing the monitoring framework.
  • Data Analysis and Reporting: Analyzing quantitative and qualitative data, preparing monthly monitoring reports, and contributing to consolidated reports for stakeholders.
  • Capacity Building and Governance: Supporting the monitoring capacities of working teams, assessing work distribution, participating in coordination meetings, and providing observations on local monitoring mechanisms. The consultant will also be expected to deliver regular monitoring reports and a final comprehensive report at the end of the consultancy period.

Required Qualifications:
The ideal candidate for the Monitoring Consultant position should possess the following qualifications:
  • An advanced degree in public health, development studies, demography, social sciences, or a related field.
  • A minimum of 7 years of experience in monitoring and evaluating development programs, particularly in the field of population and development.
  • A strong understanding of both quantitative and qualitative monitoring and evaluation methodologies.
  • Expertise in developing and implementing governance frameworks and best practices.
  • Excellent analytical, report writing, and communication skills.
  • Prior experience working with government institutions and UN agencies is considered an asset.
  • Familiarity with the National Strategy for Population and Development is also advantageous.

Educational Background:
Candidates must have an advanced degree in a relevant field such as public health, development studies, demography, or social sciences. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively monitor and evaluate the implementation of the Accelerated Plan.

Experience:
The position requires a minimum of 7 years of relevant experience in monitoring and evaluating development programs. This experience should preferably be in the field of population and development, demonstrating the candidate's ability to understand the complexities of population issues and the effectiveness of various interventions.

Languages:
Fluency in both English and Arabic is mandatory for this position, as the consultant will be required to communicate effectively with various stakeholders and produce reports in both languages. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is expected to last for four months, during which the consultant will conduct one field visit per week to the designated red zones. The consultant is required to submit a personal resume along with a technical and financial proposal as part of the application process. The position is likely to be full-time, and the consultant will be expected to coordinate closely with the NPC and UNFPA teams throughout the consultancy period.
