Job Description
Job Posting Organization:
The position is located in the Executive Office of the Secretary-General (EOSG), specifically within the Rule of Law Unit. The EOSG operates under the guidance of the Secretary-General and is tasked with aligning the United Nations family with the Secretary-General's vision, priorities, and policies. The EOSG consists of various units that support senior officials and work collaboratively through a matrix team approach to ensure effective integration and cross-pillar work.

Job Overview:
The Programme Management Officer will play a crucial role in implementing the Secretary-General’s Call to Action for Human Rights. This position involves monitoring and analyzing program implementation, reviewing relevant documents, and proposing corrective actions. The officer will also conduct consulting assignments, facilitate workshops, and assist clients in developing action plans for managing change. The role requires extensive research and analysis of diverse information sources, assisting in policy development, and preparing various written outputs such as reports and background papers. The officer will also provide substantive support for meetings and outreach activities, including training workshops and field missions, while managing budget-related information and documentation.

Duties and Responsibilities:
The Programme Management Officer will be responsible for the following duties:
  • Participating in the implementation of the Secretary-General’s Call to Action for Human Rights, monitoring and analyzing program implementation, and proposing corrective actions.
  • Conducting consulting assignments and facilitating workshops to assist clients in managing change.
  • Researching, analyzing, and presenting information from diverse sources.
  • Assisting in policy development and preparing evaluations or research activities.
  • Designing data collection tools and interpreting responses to prepare conclusions.
  • Drafting various written outputs, including reports and publications.
  • Providing support for meetings and conferences, including document preparation and agenda setting.
  • Conducting outreach activities and training workshops.
  • Participating in field missions and drafting mission summaries. 1
  • Collating budget-related information and preparing related documents and reports. 1
  • Performing other duties as required.

Required Qualifications:
Candidates must possess knowledge and understanding of theories and concepts relevant to human rights programs/projects. They should be able to identify and analyze issues, conduct data collection, and apply judgment in various assignments. The officer must demonstrate professionalism, effective communication skills, teamwork, and accountability in their work. They should also show a commitment to gender perspectives and the equal participation of women and men in all areas of work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, management, economics, or a related field is required. A first-level university degree combined with qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible experience in project or program management, administration, or a related area is required. Experience working on human rights-related programs/projects is essential, along with experience in data collection and analysis. Familiarity with the United Nations or other international organizations, including policy development and production of tools or guidelines, is desirable.

Languages:
Fluency in English (both oral and written) is required for this position. Knowledge of French is desirable, and knowledge of another UN official language is considered an advantage.

This position is temporarily available until 31 December 2025, subject to the availability of funds.
