Job Overview: The Programme Assistant for the Southern Zone will work under the authority of the Zone Coordinator and the program referents (EHA, community mobilization, menstrual poverty) of the Southern Zone Operations. The assistant will collaborate with logistics teams, EHA, and community mobilization teams. The role involves participating in programmatic monitoring and reporting to support zone coordinators. The assistant will also be involved in the design, technical capitalization, and field interventions with program managers. Since March 2020, SI has been operating in France to improve living conditions for vulnerable populations who lack access to primary services such as drinking water, sanitation, and electricity, making them particularly vulnerable. The projects target individuals living in degraded habitats such as slums, camps, or squats, who have very limited and often informal access to these basic services.
Duties and Responsibilities: The main responsibilities of the Programme Assistant include:
Relevance, quality, and design of projects - Participate in evaluation missions and technical diagnostics related to EHA and assist in writing reports under the supervision of the zone coordinator for the areas of Marseille, Toulouse, and Montpellier, in collaboration with program managers. - Assist zone coordinators and program managers in the technical design of activities. - Monitor and support the technical hotline for associations and institutions in collaboration with the EHA coordinator.
Monitoring and operational follow-up - Under the supervision of the program manager and zone coordinator, update various programmatic management and monitoring tools (including installation tracking, project indicators, and updating the DIHAL platform). - Assist program managers in operational implementations (installations, maintenance, distributions, etc.). - Support relationships with technical providers and volunteers involved in activities (presentation of activities, technical solutions). - Assist program managers in distributing hygiene kits and promoting hygiene practices.
Capitalization - Participate in the centralization and dissemination of procedures, guides, and tools related to EHA activities in France. - Contribute to the capitalization of methods and techniques of intervention and experiences acquired by Solidarités International and other actors for EHA activities (technical sanitation solutions, grey water management, etc.). - Assist in drafting projects and reports for donors under the supervision of the zone coordinator. - Participate in archiving administrative and programmatic documents. - Help create and improve tools (technical, MEAL, etc.).
Logistical and financial means - Participate in maintaining documentation related to storage (e.g., stock tracking, inventory, etc.). - Engage in the logistics/finance cycle related to managing EHA activities (BCI, OFU, etc.).
Human Resources - Participate in the recruitment of the replacement intern at the end of the contract (reviewing the job description, publication, pre-selection of CVs using an analysis grid, participating in interviews and handover).
Required Qualifications: Candidates should have studies in development, water and sanitation, project management, environmental health, or political sciences. Knowledge of Water, Hygiene, and Sanitation (WASH) and/or familiarity with the humanitarian sector is an asset. Proficiency in Microsoft Office and GIS software (Earth, QGIS) is required. Strong analytical and writing skills, good synthesis abilities, proactivity, critical thinking, organizational skills, and the ability to work under pressure are essential. Candidates should demonstrate commitment to the principles and work of SOLIDARITES INTERNATIONAL. A valid driver's license (Permis B) is also required.
Educational Background: The educational background required for this position includes studies in development, water and sanitation, project management, environmental health, or political sciences. Candidates with knowledge in the fields of Water, Hygiene, and Sanitation (WASH) or experience in the humanitarian sector will have an advantage.
Experience: The position requires candidates to have relevant experience in the fields of development, water and sanitation, or project management. Experience in humanitarian work or knowledge of WASH is considered a plus. Candidates should demonstrate their ability to work effectively in a team and under pressure, as well as their commitment to the mission of SOLIDARITES INTERNATIONAL.
Languages: Fluency in French is mandatory for this position, given the location and target population. Knowledge of English or other languages may be considered an asset, but French is essential for effective communication within the team and with beneficiaries.
Additional Notes: The position is based at the Solidarités International office in Marseille, with occasional field trips to Toulouse and Montpellier. The contract is for a duration of 6 months and is classified as an internship or apprenticeship according to student status. The compensation is set at the legal rate of 15% of the hourly social security ceiling, calculated pro-rata based on actual hours worked in the month (approximately 154 hours per month, equivalent to 22 days of 7 hours each). Additionally, the organization covers 60% of meal vouchers and 50% of transportation costs.
