Job Overview:
The Monitoring Consultant will play a crucial role in providing independent monitoring and quality assurance for the implementation of the Accelerated Plan (2025-2027) for the National Strategy for Population and Development in Egypt. This consultancy aims to ensure that the objectives of the Accelerated Plan are met effectively and efficiently. The consultant will work closely with the UNFPA Population and Development Programme Analyst and the NPC Rapporteur to assess the quality of progress towards achieving the targets set by the National Population Council (NPC). The consultant will be responsible for identifying challenges, providing recommendations, and ensuring that the plan's goals are successfully achieved. The role requires a comprehensive understanding of the population issues in Egypt and the strategic pillars outlined in the National Strategy for Population and Development, which include reproductive rights, human capital investment, education, communication for development, and women's empowerment.

Duties and Responsibilities:
The Monitoring Consultant will have a wide range of responsibilities, including:
  • Monitoring Progress: Reviewing progress reports from red zones, assessing the monitoring plan, and suggesting updates to enhance the monitoring framework. Conducting regular site visits to gather data and monitor implementation. Advising on resource utilization and expenditures related to the plan.
  • Quality Assurance: Assessing the quality of interventions delivered under the Accelerated Plan, identifying bottlenecks, and providing recommendations for improvement.
  • Data Analysis and Reporting: Analyzing quantitative and qualitative data to evaluate the plan's impact, preparing monthly monitoring reports, and contributing to consolidated reports for stakeholders.
  • Capacity Building and Governance: Supporting the monitoring capacities of working teams, providing on-the-job training, and participating in coordination meetings to provide monitoring inputs.

Required Qualifications:
The ideal candidate for the Monitoring Consultant position should possess the following qualifications:
  • An advanced degree in public health, development studies, demography, social sciences, or a related field.
  • A minimum of 7 years of experience in monitoring and evaluating development programs, particularly in the field of population and development.
  • A strong understanding of both quantitative and qualitative monitoring and evaluation methodologies.
  • Expertise in developing and implementing governance frameworks and best practices.
  • Excellent analytical, report writing, and communication skills.
  • Prior experience working with government institutions and UN agencies is considered an asset.
  • Familiarity with the National Strategy for Population and Development is also advantageous.

Educational Background:
Candidates must have an advanced degree in a relevant field such as public health, development studies, demography, or social sciences. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and practical skills to effectively monitor and evaluate the implementation of the Accelerated Plan.

Experience:
The position requires a minimum of 7 years of relevant experience in monitoring and evaluating development programs. This experience should preferably be in the field of population and development, demonstrating the candidate's ability to assess and improve program effectiveness. The consultant should have a strong understanding of both quantitative and qualitative methodologies, which are critical for analyzing data and providing actionable insights.

Languages:
Fluency in both English and Arabic is mandatory for this position. This bilingual requirement is essential for effective communication with stakeholders and for understanding the local context of the population issues being addressed. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The consultancy is expected to last for four months, during which the consultant will conduct one field visit per week to the designated red zones. The consultant will be required to deliver various reports, including an inception report detailing the monitoring framework, monthly monitoring reports, and a final comprehensive report at the end of the consultancy period. The position is likely to be full-time, and the consultant will need to coordinate closely with the NPC and UNFPA teams throughout the consultancy duration.
