Job Overview: The Political Affairs Officer will play a crucial role in the Office for Disarmament Affairs, specifically within the Implementation Support Unit (ISU) of the Convention on Certain Conventional Weapons (CCW). This position involves leading and coordinating the work of the CCW, providing secretariat services, and supporting the Chairs of CCW bodies in their functions. The officer will be responsible for advising states on the implementation of the CCW and its Protocols, conducting outreach activities, and analyzing developments related to disarmament and conventional weapons. The role requires preparing analytical reports, maintaining contacts with various stakeholders, and participating in relevant conferences and seminars. The officer will also handle administrative functions related to staff planning and budget management, ensuring the effective operation of the ISU.
Duties and Responsibilities: The Political Affairs Officer will have a wide range of responsibilities, including: serving as the Head of the Implementation Support Unit (ISU) of the CCW; leading and coordinating the work of the CCW and providing secretariat services; supporting the Chairs of CCW bodies; advising states on the implementation of the CCW and its Protocols; conducting outreach and awareness-raising activities; reviewing and monitoring developments in disarmament and conventional weapons; preparing analytical reports and papers; acting as a focal point for political issues; maintaining contacts with other UN sectors and international organizations; participating in conferences and seminars; and carrying out administrative functions related to staff planning and budget management. The officer will also draft and coordinate official correspondence related to their portfolio and perform other related duties as required.
Required Qualifications: Candidates must possess proven knowledge of international peace and security issues, particularly in relation to international humanitarian law, new technologies, and security. They should demonstrate the ability to conduct in-depth studies, analyze political events, and provide recommendations. Strong communication skills are essential, including the ability to speak and write clearly and effectively. Candidates should also exhibit strong planning and organizational skills, with the ability to develop clear goals and manage priorities effectively. Leadership qualities are important, as the officer will be expected to build teams, empower others, and drive change within the organization.
Educational Background: An advanced university degree (Master’s degree or equivalent) in public international law, international relations, political science, or a closely related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. This educational background is essential for understanding the complexities of international law and relations, particularly in the context of disarmament and security.
Experience: Candidates must have a minimum of seven years of progressively responsible experience in political science, international relations, international humanitarian law, disarmament, security, or related areas. At least five years of experience in servicing intergovernmental meetings and supporting intergovernmental processes at the United Nations or another intergovernmental organization is required. Experience in providing advice on disarmament, non-proliferation, or arms control frameworks is also necessary, along with programme management experience in disarmament and arms control being desirable.
Languages: Fluency in English is required for this position, as it is one of the working languages of the United Nations Secretariat. Knowledge of French is also required, as it is the other working language. Additionally, knowledge of another UN official language is considered desirable, enhancing the candidate's ability to communicate effectively in a multilingual environment.
