Job Overview:
The Programme Analyst, Population and Data Management for Policy and Services plays a crucial role in supporting the development and implementation of UNFPA's country programme in Peru. This position focuses on analyzing population issues and their interrelation with development, as well as managing data and evidence to inform policy-making. The analyst will work closely with the Assistant Representative and other stakeholders to strengthen the country office's capacity to analyze demographic, political, social, and economic trends. The role involves ensuring compliance with established procedures and enhancing the use of innovative technologies, such as data science and artificial intelligence, in data management and analysis. The Programme Analyst will contribute to the formulation, implementation, monitoring, and evaluation of programs and projects, ensuring that they align with UNFPA's strategic objectives and the needs of the population.

Duties and Responsibilities:
The Programme Analyst will be responsible for managing UNFPA's activities related to population and development, ensuring effective coordination with relevant actors. Key responsibilities include analyzing and proposing the use of sexual and reproductive health (SRH) data, preparing documents and presentations for public policy formulation, and providing innovative approaches to data management. The analyst will participate in the formulation of the United Nations cooperation framework, collect and analyze information relevant to UNFPA's role, and draft project documents and work plans. Additionally, the analyst will support the implementation of census projects, contribute to the design of national population policies, and assist in advocacy and resource mobilization efforts. The role also involves monitoring and evaluation of the country programme, managing knowledge generation, and maintaining collaborative relationships with government counterparts and other stakeholders.

Required Qualifications:
Candidates must possess a Bachelor's degree in demography, population studies, statistics, epidemiology, economics, social sciences, or related fields. A Master's degree in a relevant discipline is preferred. Certification in data science and/or data analysis is desirable. Candidates should have a strong understanding of population dynamics, data management, and the interconnections between demographic trends and development policies. Proven experience in program/project management, particularly in the context of population and development activities, is essential. Familiarity with statistical software and data analytics applications is also required, along with the ability to work effectively in a team and communicate complex information clearly.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as demography, population studies, statistics, epidemiology, economics, or social sciences. A Master's degree in one of these areas is highly desirable, as it provides a deeper understanding of the complexities involved in population and development issues. Additionally, certification in data science or data analysis is considered an asset, as it demonstrates proficiency in utilizing modern analytical tools and techniques to manage and interpret data effectively.

Experience:
Candidates should have a minimum of five years of professional experience in development and population activities, with a strong focus on program/project management. Experience in designing, implementing, and analyzing population and housing censuses, national health and demographic surveys, and gender-based violence initiatives is highly desirable. Practical experience in monitoring and evaluating development projects is also essential. Familiarity with office software packages, web-based management systems, and statistical software is required, as well as experience in data science and data analytics applications to enhance data management capabilities.

Languages:
Fluency in both Spanish and English, both spoken and written, is mandatory for this position. This bilingual proficiency is essential for effective communication with diverse stakeholders, including government officials, NGOs, and international partners. Knowledge of additional languages may be considered an asset, as it can facilitate broader engagement with various communities and enhance the effectiveness of advocacy efforts.
