Job Overview: The Information Systems Officer position is integral to the Policy Strategy Governance Division (PSGD) of OICT. The incumbent will report directly to the Director of PSGD and will be responsible for managing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. The role requires the development of detailed system specifications and user documentation for major systems, as well as providing specialized advice to users by analyzing their requirements and translating these into new applications. The officer will also maintain and enhance existing user systems, troubleshoot issues, and provide ongoing user support. This position demands a proactive approach to developing and maintaining computer programs that integrate various systems and program elements while ensuring data security" style="border-bottom: 1px dotted #007bff !important;">security and access controls. The officer will also be involved in training staff, developing disaster recovery plans, and researching new technologies to recommend their deployment. Effective communication with clients and the development of Service Level Agreements (SLAs) are also key components of this role, along with managing ICT research capacities and producing relevant reports.
Duties and Responsibilities: The Information Systems Officer will undertake a variety of responsibilities, including but not limited to: managing projects related to systems analysis and implementation; developing detailed specifications and user documentation; providing specialized advice to users; maintaining and upgrading existing systems; troubleshooting and resolving complex problems; developing training materials and conducting training sessions; creating disaster recovery plans; researching and evaluating new technologies; writing reports on systems-related topics; facilitating communication between OICT and clients; coordinating the development of SLAs; handling contract administration; maintaining partnerships with global and regional partners; managing ICT research capacities; and advising on data and information management.
Required Qualifications: Candidates must possess a strong knowledge of information technology and information management, particularly in systems analysis, database design, and programming. Proficiency in high-level programming languages and experience in structured/object-oriented design, relational systems, and scripting languages are essential. Strong analytical and problem-solving skills are required, along with the ability to develop and implement systems of moderate size and complexity. Candidates should demonstrate professionalism, efficiency, and a commitment to gender perspectives in their work.
Educational Background: An advanced university degree (master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field is required. Alternatively, a first-level university degree with two additional years of relevant work experience may be accepted in lieu of an advanced degree.
Experience: A minimum of five years of progressively responsible experience in information and communications systems governance or related areas is required. Candidates should have experience in developing ICT strategies within a large global organization, as well as experience in data collection, analysis, and presentation to measure strategic outcomes. Experience in conducting research to support technology programs is desirable, as is experience in promoting understanding of emerging technologies.
Languages: Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered desirable.
Additional Notes: The initial appointment for this position is for a period of one year, with the possibility of extension subject to satisfactory performance and availability of funds.
