Job Overview: The Chief of the Programme Liaison Branch (PLB) serves as UNFPA’s principal programme adviser in intergovernmental and interagency engagement in New York. This role is pivotal in ensuring that UNFPA’s strategic, programmatic, and technical work is effectively positioned to influence global policy and secure support from Member States. The Chief leads a diverse team based in New York and collaborates closely with the Programme Division in Nairobi, ensuring that UNFPA's initiatives are aligned with global priorities and effectively communicated to stakeholders. The position requires a strong focus on advocacy, strategic engagement, and the integration of UNFPA's programs within the broader UN system, particularly in areas such as Youth Peace and security" style="border-bottom: 1px dotted #007bff !important;">Security (YPS).
Duties and Responsibilities: The Chief will be responsible for providing programmatic advice and representation, ensuring that UNFPA senior leadership receives the necessary strategic, programmatic, and technical support to engage with Member States and Permanent Missions. This includes leading organizational representation in New York, facilitating the provision of quality inputs for Secretary-General reports, and securing endorsements for Country Programme Documents (CPDs). The Chief will also oversee collaboration with various UNFPA divisions to ensure a unified organizational position on programmatic issues. Additionally, the role involves leading the development of strategic briefing notes for high-level meetings, providing real-time policy intelligence, and guiding the creation of advocacy and communication products tailored for key stakeholders. The Chief will also support the management of missions to New York and carry out any other duties as required by the Division Director.
Required Qualifications: Candidates must possess an advanced university degree in International Development, International Relations, Public Administration, Management, or related fields. They should have at least 15 years of relevant professional experience in development and multilateral institutions or government, with a strong understanding of UNFPA's mandate areas as outlined in the Strategic Plan 2026-202
Proven experience in UN intergovernmental and interagency systems is highly desirable, particularly at UN HQ in New York. Candidates should demonstrate strong leadership abilities, excellent communication skills, and a commitment to achieving results in a complex and dynamic environment.
Educational Background: An advanced university degree is required, specifically in disciplines such as International Development, International Relations, Public Administration, Management, or other related fields. This educational background is essential for understanding the complexities of global development and the operational frameworks of international organizations.
Experience: Candidates should have a minimum of 15 years of progressively responsible professional and managerial experience in development and multilateral institutions or government at both national and international levels. This experience should include a strong track record of working within the UN system, particularly in areas related to UNFPA's mandate, and demonstrated success in leading teams and managing complex programs.
Languages: Fluency in English is mandatory for this position. Knowledge of other official UN languages, particularly French and/or Spanish, is considered desirable and may enhance a candidate's competitiveness for the role.
