Job Posting Organization:
Solidarités International (SI) is an international humanitarian aid organization that has been providing assistance to populations affected by armed conflicts and natural disasters for over 40 years. The organization focuses on meeting vital needs such as access to water, food, and shelter. SI is particularly committed to combating diseases related to unsafe water, which is the leading cause of mortality worldwide. SI operates in 26 countries with a total workforce of 3,200 individuals, including expatriates, national staff, headquarters employees, and a few volunteers. The organization conducts its operations with professionalism and respect for local cultures. Since March 2020, SI has been active in France to address issues of water, hygiene, and sanitation in five French territories, partnering with local water and sanitation operators and their foundations to assist populations living in degraded sites such as slums or squats, who have limited access to basic services. SI's strategy involves supporting local actors in finding concrete solutions to improve sanitary conditions, including the installation of drinking water supply systems and sanitation infrastructures, as well as developing pilot projects tailored to the context of each intervention area. In 2021, SI was called to Mayotte by local associative actors after an exploratory mission revealed significant needs in water, hygiene, and sanitation. SI opened a base in late 2022 in this young and precarious department of France. In 2023, a water crisis led to water cuts for households more than two days out of three, and in 2024, a cholera epidemic was declared in the department, making access to water, hygiene, and sanitation even more essential. On December 15, 2024, Tropical Cyclone "CHIDO" struck Mayotte with high intensity, affecting thousands of people with flooding, strong winds, and housing destruction. The most precarious homes were particularly impacted, with roofs torn off, walls collapsed, and entire neighborhoods rendered uninhabitable. In addition to the immediate emergency related to housing, there are critical needs for drinking water, hygiene, and sanitation, increasing the risk of waterborne diseases. Access to health services is also compromised. In these conditions, SI mobilized immediately to provide purified water to emergency shelters and affected neighborhoods, preparing to adapt and intensify its actions for the most vulnerable populations.

Job Overview:
The primary objective of the position is to manage the administrative, accounting, financial, and logistical aspects of the base under the supervision of the Field Coordinator. The Administrator-Logistician is responsible for organizing the logistical and administrative support of the base and ensuring compliance with the accounting and financial management procedures of Solidarités International. This role involves overseeing all financial management activities at the base as well as general services. The Administrator-Logistician will work alongside a procurement logistician who will manage program purchases and stock management. The position presents challenges such as balancing the dual responsibilities of logistics and administration, prioritizing tasks, and structuring the base effectively. The first two to three months will focus on updating financial tools, maintaining accounting records, monitoring general service purchases, and ensuring the proper use of base-related tools such as vehicle logbooks and travel management.

Duties and Responsibilities:
The Administrator-Logistician will be responsible for the following duties:
  • Manage the administrative, financial, and logistical operations of the base in accordance with donor and SI procedures.
  • Organize logistical and administrative support for the base.
  • Ensure compliance with accounting and financial management procedures.
  • Supervise all financial management activities at the base.
  • Collaborate with the procurement logistician on program purchases and stock management.
  • Update financial tools and maintain accounting records.
  • Monitor general service purchases and ensure proper use of management tools.
  • Provide support in organizing and structuring the base's operations.
  • Address challenges related to the dual nature of the role and prioritize tasks effectively. 1
  • Work closely with local actors to improve sanitary conditions and implement pilot projects.

Required Qualifications:
Candidates must possess the following qualifications:
  • A degree in a relevant field related to administration, finance, or logistics.
  • Proven experience in the humanitarian sector, with a minimum of 3-4 years in a similar role.
  • Familiarity with financial management tools and procedures.
  • Proficiency in computer applications, particularly Excel.
  • Knowledge of SAGA and LINK software is a plus.
  • Strong organizational skills and the ability to work methodically and autonomously.
  • Excellent communication and interpersonal skills to work effectively with diverse teams and stakeholders.

Educational Background:
The position requires a relevant educational background, typically a degree in finance, administration, logistics, or a related field. Candidates should have formal training that equips them with the necessary skills to manage financial and logistical operations effectively in a humanitarian context.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 0-2 years in a similar administrative and logistical role. This experience should demonstrate a solid understanding of financial management, logistical operations, and the challenges faced in humanitarian settings.

Languages:
Fluency in French is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The position is a short-term contract with a duration of one year, with the potential for renewal. The salary is based on experience, starting at EUR 3,867 gross per month, which includes a base salary of EUR 2,865 plus a 35% cost-of-living allowance. Living conditions in Mayotte are currently challenging due to the aftermath of Cyclone Chido, with ongoing difficulties in supply and availability of certain goods. The island experiences water shortages that necessitate careful management of water resources. Despite these challenges, there are opportunities for recreational activities such as diving and beach outings, although hiking options may be limited.
