Job Overview: The Infrastructure and Disaster Risk Reduction Officer will work under the supervision of the FSL Program Manager and will be directly involved with beneficiaries of the ACF-USA South Sudan Mission. The primary focus of this role is to support the implementation and management of food security-related projects. This includes ensuring the quality implementation of key deliverables, such as the rehabilitation and construction of community assets, dyke construction, and the creation of drainage channels. The officer will also adopt best practices for cash-for-work activities, emphasizing resilience to shocks, climate-smart agricultural practices, and disaster risk reduction. The role requires close monitoring and follow-up of project activities in collaboration with other field staff, and flexibility to adapt to various food security and livelihood project activities across different ACF project locations.
Duties and Responsibilities:
Oversee and provide technical guidance for rehabilitation projects, ensuring the technical quality of assets created under the project across all locations. Supervise the construction of community assets, dyke construction, and drainage channels. Adopt best practices for cash-for-work activities and provide technical support to community-based skilled technicians and beneficiaries.
Collaborate with other FSL team members to create high-quality assets and implement disaster risk reduction strategies. Ensure health and protection systems are in place for construction activities, develop easy-to-follow rehabilitation techniques, and support the introduction of climate-smart agriculture.
Manage human resources during cash-for-work activities, develop effective selection criteria, participate in recruitment and orientation of volunteers, and foster teamwork and professionalism within the FSL team.
Contribute to timely reporting of activities, participate in assessments for new concept notes, represent ACF in Project Management Committee meetings, and facilitate community mobilization and prioritization workshops.
Other responsibilities include ensuring proper documentation of attendance, mobilizing local tools for construction activities, and any other tasks necessary to achieve ACF's objectives.
Required Qualifications: The position requires a Bachelor’s degree in engineering, architecture, design, construction, or rural development. A minimum of three years of experience in implementing cash-for-work, livelihoods, or market systems strengthening projects is essential. Familiarity with logical framework approaches and rural growth strategies, including local economic development and market-driven agricultural initiatives, is also required. Specialized training in cash-for-work management and monitoring and evaluation is an added advantage, as is knowledge of food security and livelihood programming.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as engineering, architecture, design, construction, or rural development. This educational background is crucial for understanding the technical aspects of the projects and ensuring effective implementation.
Experience: The role requires a minimum of three years of relevant experience in implementing cash-for-work programs, livelihoods, or market systems strengthening projects. Experience in humanitarian settings, particularly in delivering agriculture, livestock, and cash-for-work programming in complex emergency and post-conflict environments, is highly desirable. Additionally, experience in disaster risk management projects and working with community mobilization is beneficial.
Languages: Fluency in English is mandatory for this position. The ability to speak local languages such as Dinka or Arabic is considered an added advantage, as it facilitates better communication with beneficiaries and community members.
Additional Notes: This position involves supervising Cash For Work (CFW) volunteers in project locations. The job requires regular attendance, with at least five days of work per week, and may involve working outside normal office hours or on weekends as necessary. The role also requires travel throughout South Sudan, and employees must be prepared to work in challenging conditions.
