Job Overview:
The position of Senior Professional in Combating Organized Crime and Human Trafficking is a critical role within the OSCE Mission in Kosovo. The successful candidate will be responsible for designing and delivering advanced training courses for Kosovo institutions focused on combating organized crime and human trafficking. This role requires a deep understanding of the complexities of organized crime, particularly trafficking in human beings (THB), and the ability to provide high-quality technical advice to enhance the capacities of local law enforcement agencies. The candidate will also oversee analyses and reports on systemic issues related to serious and organized crime, ensuring that strategies and action plans are effectively implemented. The position demands strong analytical skills, the ability to work under pressure, and a commitment to collaboration with diverse teams.

Duties and Responsibilities:
The Senior Professional will undertake a variety of tasks, including but not limited to: designing and delivering advanced training courses for Kosovo institutions on combating organized crime and THB; overseeing the analysis of systemic serious and organized crime aspects; conducting needs assessments for the Kosovo Police and other institutions; providing subject matter expertise in developing strategies and action plans; supervising national staff and consultants; supporting the Ministry of Internal Affairs in implementing joint strategies; collecting and analyzing data on anti-trafficking policies; producing detailed analytical reports; drafting project documents and managing projects; liaising with OSCE counterparts and stakeholders; and performing other duties as assigned by the Chief of Section.

Required Qualifications:
Candidates must possess a valid automobile driving license and have excellent physical condition. They should have graduated from a recognized police training school and have strong negotiating and interpersonal skills. The ability to read and utilize maps, perform first aid, and have regular active police service experience is essential. Very good oral and written communication skills in English are mandatory, along with knowledge of International Police Standards and human rights.

Educational Background:
A Bachelor's Degree or equivalent in a relevant field is required. Additional police administrative courses in specialized subject areas are highly desirable, as they will enhance the candidate's ability to perform effectively in this role.

Experience:
Candidates must have a minimum of 10 years of diversified police experience, including at least 12 months of operational experience in the relevant field. Proven working experience in combating serious and organized crime, particularly in THB, is mandatory. Experience in managing training courses and project management is also required, along with the ability to work under pressure and meet tight deadlines.

Languages:
Fluency in English is mandatory, both oral and written. Knowledge of additional languages, particularly those relevant to the region, is considered an asset and may enhance a candidate's application.

Additional Notes:
This position is a full-time, fixed-term contract under the OSCE Mission in Kosovo. The role is classified at the Senior Professional level (Grade S2) and is subject to international secondment.
