Job Overview:
The Legal Advisor position is crucial for providing legal counsel on matters related to the OSCE Mission’s mandate and its various programs. The role requires a deep understanding of the legal frameworks governing the justice system and rule of law reforms. The advisor will be expected to engage with local and international stakeholders, ensuring compliance with legal standards and facilitating the implementation of OSCE initiatives. The position demands a proactive approach to legal challenges, with an emphasis on maintaining effective communication and collaboration with diverse groups. The advisor will also be responsible for overseeing legislative reviews and ensuring that the mission's legal obligations are met, thereby contributing to the overall effectiveness of the OSCE's operations in Bosnia and Herzegovina.

Duties and Responsibilities:
  • Provide comprehensive legal advice on issues related to the Mission’s mandate and programs, including general legal counsel to the Head of Mission.
  • Advise on justice system reforms, public law, human rights, and electoral processes.
  • Oversee local legislative review processes and monitor the implementation of legal commitments.
  • Maintain close contacts with local actors, international organizations, and civil society groups.
  • Ensure compliance with legal standards in administrative matters and provide legal support for budget implementation.
  • Standardize legal drafting and clearance procedures.
  • Lead the development and implementation of the Office of Legal Affairs annual budget.
  • Supervise and manage the staff of the legal unit.
  • Perform other duties as assigned by the Head of Mission.

Required Qualifications:
Candidates must possess a valid automobile driving license and demonstrate excellent physical condition. They should have a university education in law or significant work experience in criminal justice. Knowledge of courtroom proceedings, criminal law, and international legal standards is essential. Candidates should also exhibit strong organizational, analytical, communication, and interpersonal skills. The role requires a high level of professionalism and the ability to work under pressure while managing multiple tasks effectively.

Educational Background:
An advanced university degree in law is mandatory for this position. A first-level university degree combined with two years of additional qualifying experience may be accepted in lieu of the second-level degree. The educational background should be complemented by a strong understanding of legal principles and practices relevant to the OSCE's mission.

Experience:
Candidates must have a minimum of six years of diversified and progressively responsible professional experience, including at least three years at a management level relevant to the position. Experience in constitutional matters, public law, and international law is particularly valuable. Familiarity with the political and legal landscape of Bosnia and Herzegovina is also required, along with experience in strategic planning and programmatic roles.

Languages:
Professional fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of the local language or a common lingua franca is desirable but not mandatory. Candidates should be able to communicate effectively with diverse stakeholders and demonstrate cultural sensitivity.
