Job Overview:
The Information Systems Officer position is integral to the Office of Information and Communications Technology, specifically within the Enterprise Solutions Service, Enterprise Application Center Americas. The incumbent will report to a Senior Information System Officer and will be responsible for managing projects that involve feasibility studies, systems analysis, design, development, and implementation of moderately complex systems. This role requires the development of detailed business requirements and conducting thorough business analysis, including creating wireframes, system specifications, and user documentation for major systems. The officer will provide technical advice to users, translating their requirements into technical specifications for development and deployment on enterprise platforms. Additionally, the role involves maintaining and enhancing existing user systems, troubleshooting issues, and providing ongoing user support. The officer will also be responsible for organizing unit and integrated testing, developing training materials, and researching new technologies to recommend their deployment. The position requires effective project management skills and the ability to facilitate requirements discovery meetings, ensuring that client needs are met through the development of Service Level Agreements (SLAs).

Duties and Responsibilities:
The duties and responsibilities of the Information Systems Officer include: managing projects involving feasibility studies, systems analysis, design, development, and implementation of new systems; developing detailed business requirements and conducting business analysis; providing technical advice to users and translating their requirements into technical specifications; maintaining, upgrading, or enhancing existing user systems; troubleshooting and providing user support; organizing and performing unit and integrated testing; developing training materials and user manuals; researching and evaluating new technologies; participating in writing reports on systems-related topics; facilitating project requirements discovery meetings; serving as a coordinator in the development of SLAs; providing guidance and supervision to junior staff and consultants; collecting and analyzing data to identify trends and provide insights; and performing other related duties as assigned.

Required Qualifications:
The position requires a strong foundation in information technology and project management. Candidates must possess knowledge of software development project management, business analysis best practices, and advanced technologies. Strong analytical and problem-solving skills are essential, along with proficiency in developing and implementing systems of moderate size and complexity. Candidates should demonstrate professionalism, teamwork, and client orientation, with the ability to work collaboratively and maintain productive partnerships with clients. The role also requires the ability to analyze and interpret data to support decision-making and convey information effectively to management.

Educational Background:
Candidates must have an advanced university degree (Master’s degree or equivalent) in computer science, information systems, mathematics, statistics, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.

Experience:
A minimum of five years of progressively responsible experience in project planning, design, development, implementation, and maintenance is required. Candidates must have at least three years of experience in project and program management, along with experience in the full lifecycle development and implementation of enterprise-scale systems. Additionally, two years of experience in data analytics or a related area is desirable, as is experience with design thinking and compliance with digital accessibility standards.

Languages:
Fluency in English is required for this position, as English and French are the working languages of the United Nations Secretariat. Knowledge of another official United Nations language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse work environment.
