Job Overview: The Regional Finance Manager is a pivotal role within Mercy Corps, specifically within the International Finance and LAC Regional teams. This position is responsible for overseeing the financial management of the LAC award portfolio, ensuring compliance with internal policies and donor regulations. The Manager will work closely with the VP of International Finance and the Deputy Regional Director, Operations, to monitor financial performance, identify risks and opportunities, and support the implementation of financial strategies across the region. This role requires collaboration with various stakeholders, including Country Finance Directors and Managers, to ensure effective financial management practices are in place. The position also involves deploying to country offices as needed to provide on-the-ground support and oversight, making it essential for the candidate to be adaptable and ready to travel.
Duties and Responsibilities: The duties and responsibilities of the Regional Finance Manager include:
Portfolio Financial Management: Overseeing the financial performance of the regional portfolio, identifying strengths and weaknesses, and collaborating with country teams to ensure consistent financial practices.
Awards Financial Management: Supporting regional and country teams during major events, overseeing donor report submissions, and ensuring compliance with financial policies.
Recruitment and Capacity Building: Supporting the recruitment and onboarding of finance leads, providing training and mentorship to enhance financial management skills within the team.
Internal and External Audit Support: Reviewing audit reports and assisting country offices in resolving audit issues.
Team Management: Supervising a team of Financial Analysts and ensuring effective collaboration across departments.
Business Development: Assisting in the financial review of proposals and ensuring compliance with donor regulations.
Risk Management: Strengthening risk management processes and developing strategies to safeguard financial integrity across country programs.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Accounting or Finance, with a Master’s Degree or CPA being a plus. A minimum of 7 years of progressive financial management experience in an international context is required, including supervisory experience. Candidates should demonstrate excellent leadership and communication skills, the ability to work collaboratively with diverse stakeholders, and a strong understanding of multi-country financial operations. Familiarity with donor regulations, particularly those of the US Government and European donors, is highly desirable. A commitment to humanitarian principles and the mission of Mercy Corps is essential.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Accounting or Finance. A Master’s Degree or CPA is preferred, indicating a higher level of expertise in financial management and accounting practices. Candidates should have a solid understanding of financial principles and practices applicable in an international development context.
Experience: The position requires at least 7 years of international level progressive financial management experience, particularly within an INGO at the field or overseas level. Candidates should have experience working in complex and fast-paced environments, with the ability to deploy to emergency locations as needed. Supervisory experience is also required, demonstrating the ability to lead and manage teams effectively.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in Spanish is preferred, as it may facilitate communication within the LAC region and enhance collaboration with local teams and stakeholders.
Additional Notes: This position is remote, allowing for flexibility in work location. The role involves travel up to 10% of the time to provide support and oversight in country offices.
