Job Overview: The Regional Ethics and Assurance Coordinator plays a crucial role in ensuring that Mercy Corps adheres to its ethical standards and compliance policies across its operations in the MENA region. This position serves as the primary point of contact for reporting and investigating allegations of ethics violations, including fraud and corruption. The coordinator is responsible for conducting thorough investigations, developing action plans, and producing detailed reports with recommendations. Additionally, the coordinator will assist in implementing new ethics policies and procedures, conduct training sessions for staff and partners, and provide guidance on internal controls to ensure compliance with ethical standards. The role requires a proactive approach to fostering a culture of ethics and accountability within the organization, as well as a commitment to engaging with stakeholders to uphold these values.
Duties and Responsibilities:
Serve as the regional focal point for internal reporting of ethics violations, including fraud and corruption.
Conduct confidential and unbiased investigations into allegations of misconduct, ensuring thorough documentation of all investigative steps.
Develop action plans that outline the scope, timing, and direction of investigations.
Organize and conduct interviews, review evidence, and draw conclusions based on findings.
Produce professional investigation reports with actionable recommendations.
Assist country management teams in implementing new ethics policies and procedures, ensuring smooth transitions and acceptance.
Conduct regular anti-fraud and anti-corruption training for staff and partners to raise awareness and understanding of ethics policies.
Advise on the development of monitoring plans for partners to ensure adherence to ethics policies.
Perform other related special projects and duties as assigned by management. 1
Support accountability efforts to program participants and stakeholders, ensuring their voices are included in project design and evaluation.
Required Qualifications: Candidates must possess a Bachelor’s degree in finance, accounting, or a related business field, along with a minimum of 3 years of relevant experience. Alternatively, an advanced degree with at least 2 years of relevant experience is acceptable. In cases where candidates do not have a formal degree, a minimum of 5 years of relevant investigative experience is required. Preferred qualifications include certifications such as Certified Fraud Examiner (CFE) or Certified Internal Auditor (CIA). Candidates should demonstrate a strong understanding of ethics, fraud, and corruption, as well as a sensitivity to cultural diversity and gender issues. Strong analytical, problem-solving, and communication skills are essential for success in this role.
Educational Background: A Bachelor’s degree in finance, accounting, or a related business field is required. An advanced degree is preferred and can substitute for some experience. Candidates without a degree must have significant investigative experience to qualify for the position.
Experience: The position requires a minimum of 3 years of relevant experience in ethics, compliance, or investigative roles. Candidates with an advanced degree may qualify with 2 years of experience. Those without a degree must have at least 5 years of relevant investigative experience, ideally in humanitarian aid or development contexts.
Languages: Fluency in English and Arabic, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is based in Amman, Jordan, with regional travel expectations of up to 25%.
