Job Overview:
The Operations Officer - ECM Technician will be integral to UNMAS Somalia's mission to mitigate the threats posed by Radio Controlled Improvised Explosive Devices (RCIEDs). This role involves overseeing the deployment and maintenance of Electronic Countermeasure (ECM) systems across various operational sectors of the AU Mission. The officer will be responsible for ensuring the operational readiness of these systems, providing training to users, and maintaining a close working relationship with the AU Mission Support Project Operations Team and the Training & Mentoring Contractor. The position requires frequent deployments within the operational sectors, emphasizing the need for adaptability and technical expertise in ECM systems.

Duties and Responsibilities:
The Operations Officer will have a range of responsibilities including: providing technical assistance in the installation and setup of ECM systems; advising AU Mission personnel on ECM operations; conducting core and refresher training for ECM users; ensuring regular maintenance and servicing of ECM systems; troubleshooting and resolving technical issues; maintaining documentation of technical procedures; managing spare parts inventory; and preparing comprehensive reports on ECM operational activities. Additionally, the officer may be called upon to act as a specialist ECM Investigating Officer for incidents involving explosive hazards, ensuring thorough investigations and adherence to safety protocols.

Required Qualifications:
Candidates must possess a Master’s degree with at least 5 years of relevant experience, or a Bachelor’s degree with 7 years of experience. Relevant experience includes roles as an ECM System Operator or Maintenance Technician, with a minimum of 2 years in an advisory or training capacity for senior military personnel. Knowledge of global terrorist tactics, particularly in the African context, is desirable, along with proven experience in Quality Management Systems and familiarity with Google Suite or web-based management systems.

Educational Background:
A Master’s degree or equivalent is required, with a preference for candidates who have a Bachelor’s degree coupled with extensive relevant experience. The educational background should ideally include technical training related to electronic countermeasures and project management.

Experience:
Candidates should have a minimum of 5 years of relevant experience for those with a Master’s degree, or 7 years for those with a Bachelor’s degree. Experience as an ECM System Operator or Maintenance Technician is essential, along with at least 2 years in a training or advisory role for military personnel. Familiarity with Quality Management Systems and operational experience in high-risk environments is highly valued.

Languages:
Fluency in English is mandatory, encompassing speaking, reading, and writing skills. Proficiency in additional official UN languages is considered an asset, enhancing communication within the diverse UNOPS environment.
