Job Posting Organization: The United Nations Office for Disaster Risk Reduction (UNDRR) was established in December 1999 and serves as the focal point within the United Nations system for coordinating efforts to reduce disaster risks. The organization aims to ensure synergies among disaster reduction activities across the UN and regional organizations, operating in both developed and developing countries. UNDRR is led by the United Nations Special Representative of the Secretary-General for Disaster Risk Reduction and employs over 160 staff members, primarily based in its headquarters in Geneva, Switzerland, as well as in various regional offices. The organization is dedicated to guiding, monitoring, analyzing, and reporting on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, while also supporting regional and national efforts to catalyze action and raise global awareness about disaster risk reduction. The position in question is located in the UNDRR Regional Office for Arab States in Cairo, Egypt, where the incumbent will play a crucial role in the organization's mission.
Job Overview: The Programme Management Officer, Deputy Chief of Regional Office, will serve as the Deputy to the Chief of the Regional Office for the Arab States (ROAS). This role involves actively contributing to the formulation and implementation of the work plan for the Regional Office, ensuring alignment with the UNDRR Strategic Framework and Work Programme. The incumbent will undertake programmatic and administrative tasks necessary for the office's functioning, including the preparation of work plans and budgets, recruitment, capacity development of staff, evaluation of staff performance, and monitoring and reporting on budget and programme performance. The Deputy Chief will ensure that outputs produced by teams meet high-quality standards and comply with organizational mandates. Additionally, the role includes contributing to global resource mobilization efforts, promoting a positive team culture, and supporting the Chief in coordinating the implementation of the UN Plan of Action on Disaster Risk Reduction for Resilience in the region. The incumbent will also be responsible for building strategic partnerships with various stakeholders to mobilize support for effective disaster risk reduction policies and frameworks.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including serving as Deputy to the Chief of the Regional Office, contributing to the formulation and implementation of work plans, undertaking programmatic and administrative tasks, ensuring high-quality outputs from teams, contributing to resource mobilization efforts, promoting a positive team culture, supporting the Chief in coordinating the UN Plan of Action on Disaster Risk Reduction, building strategic partnerships, representing the Chief in relevant meetings, coordinating preparations for the Regional Platform for Disaster Risk Reduction, developing follow-up action plans, supporting the development of local, national, and regional strategies, coordinating the implementation of disaster risk reduction financing initiatives, and integrating innovative approaches into the programme and operations priorities of the Regional Office.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree or equivalent) in business administration, management, economics, or a related field. A first-level degree (Bachelor's degree or equivalent) combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a minimum of seven years of progressively responsible experience in project or programme management, administration, or a related area. Experience in building strategic alliances, partnerships, and resource mobilization is also required, along with work experience in an international organization such as the United Nations. Experience in disaster risk reduction and sustainable finance initiatives is desirable, as well as skills in data storytelling and data visualization tools.

Languages: Fluency in English and Arabic is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of French is considered desirable, and familiarity with another UN official language is also a plus.
