The International Service for Remunerations and Pensions (ISRP), which is administratively attached to the OECD, specializes in remuneration and pension policies for International Civil Servants and manages pension administration for several international organizations, including NATO and the European Space Agency. The ISRP is committed to navigating the complexities of pension management amid ongoing reforms.

Job Overview:
The Payroll Systems Officer will play a crucial role in providing technical and operational support for payroll systems and related applications within the ISRP. This position requires collaboration with both internal and external stakeholders to ensure the seamless operation of payroll services. The selected candidate will report directly to the ISRP Payroll System Manager and will be involved in maintaining and optimizing secure IT solutions for payroll processes. Responsibilities include assisting with data input, processing, and output flows for payroll systems, supporting the migration of existing payroll applications to updated platforms, and conducting post-implementation testing. The role also involves configuring payroll software packages to align with the evolving business needs of the ISRP and providing first-line support for payroll systems, addressing technical issues, and escalating complex problems as necessary. The position offers hybrid work arrangements, allowing for a flexible work environment.

Duties and Responsibilities:
The Payroll Systems Officer will be responsible for a variety of tasks, including:
  • Providing technical and operational support for payroll systems, ensuring secure and reliable IT solutions for payroll processes.
  • Collaborating with colleagues to ensure accurate data input, processing, and output flows for payroll systems.
  • Supporting the migration of existing payroll applications to updated platforms and conducting post-implementation testing to ensure functionality.
  • Configuring and supporting payroll software packages to meet the evolving business needs of the ISRP.
  • Offering first-line support for payroll systems, resolving technical issues, and escalating complex problems as needed.
  • Assisting in the development, documentation, and implementation of payroll system procedures, maintaining system documentation, including user guides and operational procedures.
  • Providing training and support to end-users to ensure effective utilization of payroll systems.
  • Collaborating with ISRP colleagues to identify opportunities for system enhancements and process improvements.
  • Participating in troubleshooting activities and proposing solutions to improve system functionality and efficiency. 1
  • Liaising with other IT teams, stakeholders, and vendors as applicable, contributing to governance and continual improvement, and sharing best practices and expertise. 1
  • Staying updated with emerging trends, evaluating new technologies and hardware, conducting cost/benefit analyses, and drafting evidence-based recommendations for their adoption. 1
  • Assisting in the preparation of reports on payroll system performance, user issues, and enhancements, ensuring compliance with relevant standards and organizational policies. 1
  • Contributing to risk assessments and contingency planning to maintain payroll system continuity.

Required Qualifications:
Candidates must possess an advanced university degree in information technology or a related discipline, or equivalent practical experience. Relevant industry certifications, particularly in technologies related to payroll systems, are highly desirable. Additionally, candidates should have a minimum of three years of relevant experience in payroll systems support, IT operations, or a related role. Experience in providing technical support for administrative and financial IT solutions is essential, along with demonstrated knowledge of HR and payroll applications, databases, and system integrations. Familiarity with project management principles is also desirable, as is the proven ability to work collaboratively in multicultural environments.

Educational Background:
The ideal candidate should have an advanced university degree in information technology or a related field. Equivalent practical experience may also be considered. Relevant industry certifications, particularly those related to payroll systems and technologies, are advantageous and may enhance a candidate's profile.

Experience:
A minimum of three years of relevant experience in payroll systems support, IT operations, or a related role is required. Candidates should have experience in providing technical support for administrative and financial IT solutions, as well as a demonstrated knowledge of HR and payroll applications, databases, and system integrations. Familiarity with project management principles is desirable, and candidates should be able to work effectively in multicultural environments.

Languages:
Fluency in one of the two OECD official languages (English and French) is mandatory, along with knowledge of the other language, with a commitment to reach a good working level. This bilingual requirement is essential for effective communication within the organization and with stakeholders.

Additional Notes:
The position is a 12-month fixed-term appointment, with the possibility of renewal for a maximum of 36 months. The closing date for applications is midnight on Sunday 4 May (Paris time). The monthly salary starts at 6,717.19 EUR, depending on the level of experience, plus allowances based on eligibility, and is exempt from French income tax.
