Job Overview: The Regional Finance Manager is a pivotal role within Mercy Corps, serving as a key member of both the International Finance and the West and Central Africa (WCA) Regional teams. This position is responsible for overseeing the financial management of the regional portfolio and ensuring compliance with Mercy Corps' internal policies and donor regulations. The Manager will work closely with the Regional Finance Director and a team of financial analysts to optimize financial resources across various programs and departments. This role requires a strategic mindset to advance initiatives within the region while maintaining a high standard of financial management. The successful candidate will be expected to contribute to discussions on financial policy issues, support the annual planning and budgeting process, and assist in monitoring revenue projections for the WCA portfolio. The position also involves providing on-the-ground support to country offices and field sites as necessary, ensuring that financial integrity and compliance are upheld throughout the organization.
Duties and Responsibilities: The duties and responsibilities of the Regional Finance Manager include:
Portfolio Financial Management: Support the Regional Finance Director in monitoring the financial performance of the regional portfolio, identifying strengths, weaknesses, risks, and opportunities. Collaborate with Country Finance Directors and Managers to ensure consistent financial management practices. Oversee risk management processes and develop strategies to safeguard financial integrity.
Awards Financial and Accounting Management: Assist regional and country teams during start-up phases and major events, including the development of budgets and financial monitoring tools. Ensure timely submission of donor reports and support the financial forecasting process.
Recruitment and Capacity Building: Support the recruitment and onboarding of Finance leads across the region and provide training and mentorship to enhance financial management skills within the teams.
Team Management: Supervise a team of Financial Analysts and ensure effective collaboration with various stakeholders, including finance managers and directors of country programs.
Compliance and Audit: Ensure compliance with internal financial policies and donor regulations, review audit reports, and support country offices in resolving audit issues.
Business Development: Contribute to business development efforts by reviewing cost proposals and ensuring financial accuracy before submission to donors.
Required Qualifications: Candidates must possess a Bachelor’s Degree in Accounting or Finance, with a Master’s Degree or CPA being a plus. A minimum of 7 years of progressive financial management experience at the international level, particularly within an international non-governmental organization (INGO), is required. Candidates should have experience in complex and fast-paced environments, with the ability to deploy to emergency locations as needed. Strong leadership and communication skills are essential, along with the ability to manage and motivate teams effectively. Proven experience in managing multi-country financial operations and familiarity with donor regulations is highly desirable. A commitment to humanitarian principles and the mission of Mercy Corps is crucial.
Educational Background: The educational background required for this position includes a Bachelor’s Degree in Accounting or Finance. A Master’s Degree or CPA certification is considered an advantage. Candidates should have a solid understanding of financial management principles and practices, particularly in the context of international development and humanitarian aid.
Experience: The position requires at least 7 years of relevant experience in financial management at an international level, particularly within an INGO. Candidates should have supervisory experience and a proven track record of managing financial operations across multiple countries. Experience in emergency response and the ability to work in challenging environments is also essential.
Languages: Fluency in English is mandatory for this position. Proficiency in French is preferred, and knowledge of other relevant regional languages is highly desirable to facilitate communication within diverse teams and communities.
Additional Notes: This position is remote and may require travel up to 10% of the time.
