Job Overview: The Infrastructure and Disaster Risk Reduction Officer will work under the supervision of the FSL Program Manager, directly engaging with beneficiaries of Action Against Hunger in South Sudan. The primary focus of this role is to support the implementation and management of food security-related projects. This includes ensuring the quality implementation of key deliverables such as the rehabilitation and construction of community assets, dyke construction, and the creation of drainage channels. The officer will also be responsible for adopting best practices for cash-for-work activities, which include resilience to shocks, climate-smart agricultural activities, and disaster risk reduction. The role requires close monitoring and follow-up of activity implementation in coordination with other field staff, and flexibility to adapt to various food security and livelihood project activities across different locations.
Duties and Responsibilities: The duties and responsibilities of the Infrastructure and Disaster Risk Reduction Officer include overseeing and providing technical guidance for rehabilitation projects, ensuring the technical quality of assets created under the project, supervising the construction of community assets, and adopting best practices for cash-for-work activities. The officer will work closely with other FSL team members to create high-quality assets and implement disaster risk reduction strategies. Responsibilities also include supporting effective human resourcesadministration during cash-for-work activities, participating in the recruitment and orientation of volunteers, and fostering a spirit of teamwork and professionalism within the FSL team. The officer will contribute to timely and accurate reporting of activities, participate in assessments for new concept notes, and represent Action Against Hunger in Project Management Committee meetings. Additionally, the officer will engage in community mobilization and facilitate the prioritization of participants' needs through workshops and meetings.
Required Qualifications: Candidates must possess a Bachelor’s degree in engineering, architecture, design, construction, or rural development. A minimum of three years of experience in implementing cash-for-work, livelihoods, or market systems strengthening projects is required. Familiarity with logical framework approaches and rural growth strategies, including local economic development and market-driven agricultural initiatives, is essential. Specialized training in cash-for-work management and monitoring and evaluation is advantageous, as is knowledge of food security and livelihood programming.
Educational Background: The educational background required for this position includes a Bachelor’s degree in a relevant field such as engineering, architecture, design, construction, or rural development. This foundational education is critical for understanding the technical aspects of the projects the officer will oversee.
Experience: The position requires a minimum of three years of relevant experience in implementing cash-for-work programs, livelihoods, or other market systems strengthening projects. Experience in humanitarian settings, particularly in delivering agriculture, livestock, and cash-for-work programming in complex emergency and post-conflict environments, is essential. The candidate should also have experience working on dyke and drainage construction in flood-prone areas and a proven ability to mobilize and work with communities with minimal supervision.
Languages: Fluency in English is mandatory for this position. Additionally, the ability to speak local languages such as Dinka or Arabic is considered an advantage, as it facilitates better communication with beneficiaries and community members.
Additional Notes: This position involves supervising Cash For Work (CFW) volunteers in project locations. The role requires regular attendance at the job site, with a commitment to working at least five days a week and being available for work outside normal office hours or on weekends as necessary. The officer must be willing to travel throughout South Sudan and may need to live in challenging conditions while providing emergency response.
