Job Overview: As the Chief of Operations (COO), you will play a pivotal role in leading the operational dialogue with country counterparts and ensuring that the Bank's mission and policies are effectively implemented. This position requires strong leadership and operational experience, as you will be responsible for overseeing the project investment portfolio in the country. Reporting directly to the Country Representative, you will coordinate closely with the Country Department to ensure that project execution aligns with the targets defined in the Country Office’s business plan and strategy. Your role will involve monitoring the effectiveness of operations, guiding the operations team, and collaborating with various specialists to ensure successful project execution and compliance with established goals.
Duties and Responsibilities: Your primary responsibilities will include the preparation, execution, and supervision of operations and portfolio management. You will participate in formulating and implementing the Bank’s Country Strategy, advising on strategic dialogues with country authorities, and leading portfolio reviews with borrowers and executing agencies. Additionally, you will oversee the operational program's performance, ensuring alignment with the Bank’s results framework. You will supervise technical and operational teams during project reviews and evaluations, focusing on results measurement and achievement of objectives. Identifying capacity-building needs for the Country Office staff and executing agencies will also be part of your duties. You will cultivate a learning environment by sharing insights from completed projects and providing feedback to management on strategic goals. Furthermore, you will recommend and implement strategies to improve efficiency and coordination with key partners, while also maintaining dialogue with country authorities and other stakeholders.
Required Qualifications: To be considered for this position, you must possess a Master’s degree (or equivalent) in Management, Business Administration, Economics, Engineering, or a related field. A minimum of 6 years of relevant experience in project management and results-based management is required. A detailed understanding of IDB’s operational policies, public institutions management, budget cycles, and risk management is highly desirable. Advanced knowledge of one of the Bank’s sectors will be an added advantage, as it will enhance your ability to contribute effectively to the role.
Educational Background: Candidates must have a Master’s degree or equivalent in a relevant field such as Management, Business Administration, Economics, or Engineering. This educational background is essential to ensure that you have the necessary knowledge and skills to fulfill the responsibilities of the Chief of Operations role effectively.
Experience: The position requires a minimum of 6 years of relevant experience in project management and results-based management. Candidates should have a comprehensive understanding of the Bank’s results framework and operational policies. Experience in managing public institutions and familiarity with budget cycles and risk management will be beneficial for success in this role.
Languages: Proficiency in English is mandatory for this position. Additionally, knowledge of one of the other official languages of the Bank, such as Spanish, French, or Portuguese, will be highly valued and considered an asset in your application.
Additional Notes: This position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement.
