Job Overview:
The position of Agricultural and Rural Development Senior Specialist is crucial for leading the IDB's technical and policy dialogue in Haiti, particularly in the areas of security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security, sustainable rural development, and agri-food systems. The role involves close collaboration with the Bank’s Country Office Representative and various specialists to ensure effective project portfolio supervision, technical sector dialogue, and knowledge management. The specialist will be responsible for designing and implementing operations and technical cooperations that align with the Bank's priorities and the needs of the Haitian government. This position requires a dynamic individual who can navigate complex challenges and foster partnerships to enhance the impact of the Bank's initiatives in Haiti.

Duties and Responsibilities:
The Agricultural and Rural Development Senior Specialist will supervise the implementation of operations and technical cooperations, ensuring compliance with contractual commitments and managing risks throughout the project lifecycle. Responsibilities include leading the preparation and implementation of supervision plans and budgets, designing monitoring and evaluation activities, and preparing analytical knowledge products. The specialist will also lead policy dialogues, contribute to sector strategies, and engage in donor coordination to maximize synergies. Additionally, the role involves conducting sector-relevant analytic work, sharing best practices, and managing a team of technical and operational consultants to support portfolio management and policy dialogue.

Required Qualifications:
Candidates must possess a Master's degree or equivalent advanced degree in agriculture, sustainable rural development, agricultural economics, natural resources management, economics, or related fields. A minimum of 5 years of relevant professional experience is required, with proven experience in managing or supervising investment projects in agriculture and rural development, particularly in Latin America and the Caribbean. Experience in fragile states and with multilateral or multi-donor funding is highly valued. The ideal candidate should also have experience in designing, supervising, and implementing multi-sectorial projects and fostering strategic alliances with the private sector.

Educational Background:
The position requires a Master's degree or an equivalent advanced degree in relevant fields such as agriculture, sustainable rural development, agricultural economics, natural resources management, or economics. This educational background is essential to ensure that the candidate possesses the necessary theoretical knowledge and practical skills to effectively contribute to the IDB's mission in Haiti.

Experience:
The ideal candidate should have a minimum of 5 years of relevant professional experience, demonstrating a strong background in managing and supervising investment projects in agriculture and rural development. Experience in the context of fragile states will be positively valued, as will familiarity with multilateral and multi-donor funding mechanisms. The candidate should also have a proven track record in designing, supervising, and implementing multi-sectorial projects, as well as in fostering strategic alliances with the private sector and securing concessional funding for sustainable development initiatives.

Languages:
Proficiency in both French and English, spoken and written, is mandatory for this position. Additionally, knowledge of Spanish and Portuguese is considered a valuable asset, enhancing the candidate's ability to communicate and collaborate with diverse stakeholders in the region.

Additional Notes:
The position is offered as an international staff contract for an initial duration of 36 months, with the possibility of renewal upon mutual agreement. It is important to note that Haiti is designated as a non-family post, meaning that the staff member's family may not reside or visit the country during the assignment. The selected candidate must comply with the terms and conditions set forth by the Bank's regulations.
