Job Overview:
The Policy Analyst position within the Anti-corruption and Integrity in Government Division (ACIG) of the OECD's Directorate for Public Governance (GOV) involves supporting the division's work program by conducting research, analysis, and drafting high-quality reports and recommendations. The role requires the individual to engage with external audit systems in government, develop tailored policy assessments, and create practical materials and tools for governments to enhance their public integrity strategies. The analyst will also manage project plans, organize capacity-building activities, and liaise with country focal points to ensure effective data collection and validation. The position demands strong analytical skills, the ability to communicate complex information clearly, and a commitment to promoting good governance and democracy.

Duties and Responsibilities:
The Policy Analyst will be responsible for delivering high-quality analysis for ACIG's initiatives, conducting research and analysis on external audit systems, and developing tailored policy assessments and recommendations. The role includes drafting reports, presentations, and articles for various audiences, supporting project implementation, organizing fact-finding missions, and managing external consultants. The analyst will also plan and implement capacity-building activities such as workshops and seminars, participate in missions to member and non-member countries, and ensure the successful completion of project deliverables.

Required Qualifications:
Candidates must possess an advanced university degree or equivalent qualification in auditing, accounting, public policy, or a related field. A minimum of five years of experience in external auditing, preferably within the public sector, is required. Experience with public internal control systems, risk management, and fraud prevention is advantageous. The ideal candidate should have a proven ability to present technical subjects effectively to diverse audiences and demonstrate strong project management and multitasking skills.

Educational Background:
An advanced university degree or equivalent qualification in a relevant field such as auditing, accounting, or public policy is essential for this position. Candidates should have a solid academic foundation that supports their analytical and research capabilities in the context of public governance and integrity.

Experience:
The position requires at least five years of professional experience in external auditing, with a preference for candidates who have worked in the public sector, particularly with Supreme Audit Institutions. Experience in public internal control systems, risk assessments, and project management is highly desirable, as is a track record of effectively communicating complex information to various stakeholders.

Languages:
Fluency in one of the two OECD official languages, English or French, is mandatory, along with a willingness to learn the other language. Knowledge of additional languages would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders and contribute to the OECD's international mission.

Additional Notes:
This position is a 13-month fixed-term appointment with the possibility of renewal. The monthly salary starts at 6,852.20 EUR, plus allowances based on eligibility, and is exempt from French income tax. The position is graded PAL5, with the possibility of appointment at one grade lower based on qualifications and experience. The OECD has a mandatory retirement age of 6
