Job Overview:
The Multi-CC Project Manager will oversee the implementation of multiple core competency projects for the South-Central Area Office of NRC in Iraq. This role involves ensuring that projects are managed according to the Project Cycle Management (PCM) framework, which includes developing and adhering to project work plans, monitoring and evaluation (M&E) work plans, and procurement plans. The Project Manager will also be responsible for managing core competency staff dedicated to these projects, ensuring that they work collaboratively and effectively towards achieving project goals. A significant aspect of this role is to build and maintain strong relationships with key stakeholders, which is essential for successful project delivery. The Project Manager will represent NRC in relevant local coordination forums and will be tasked with producing timely and high-quality reports for project donors, as well as supporting the development of proposals for new funding opportunities. This position is critical in ensuring that NRC's projects are not only implemented effectively but also aligned with the organization's strategic objectives and advocacy strategies.

Duties and Responsibilities:
The Multi-CC Project Manager will have a range of responsibilities, including but not limited to: providing regular progress reports to the Area Manager (AM) and Project Development Managers (PDMs), promoting and sharing ideas for improvement, and recommending necessary changes in project activities. The Project Manager will ensure that key learnings from the projects are extracted and incorporated into program strategies and staff development processes. They will advocate for the rights of internally displaced persons (IDPs), returnees, hosts, and refugees in accordance with NRC's advocacy strategy. Establishing mechanisms for coordinated working among individuals and teams related to the projects is essential. The Project Manager will also provide technical supervision and guidance to Protection from Violence (PfV) staff on case management, including approving or rejecting cases, reviewing and approving case plans, authorizing cash or in-kind assistance, and approving case closures to ensure compliance with protection standards. Monthly data analysis and spot checks for protection case management databases will be conducted to monitor progress and identify trends in protection risks and unmet needs. The Project Manager will lead protection assessments and risk analyses to determine appropriate interventions aimed at enhancing community resilience. Additional relevant tasks may be assigned by the reporting lines.

Required Qualifications:
Candidates for the Multi-CC Project Manager position must possess a minimum of three years of experience in a senior project implementation role within a humanitarian or recovery context, particularly in project start-up phases. A Bachelor's degree in social and protection sciences, preferably in Law or Political Sciences, is required. Candidates should have experience working in complex and volatile contexts and possess extensive technical knowledge in managing general protection programs, protection case management, and community-based protection initiatives. Documented experience in multiple sectors or core competencies related to project startups is essential. Familiarity with protection case management databases and the ability to analyze and integrate information from various sources, including databases and reports, is necessary. Candidates should demonstrate experience in promoting project outcomes with team managers, ensuring coherence in team activities, and communicating strategic priorities effectively. Experience working with government entities, local authorities, humanitarian actors, and displaced populations is also required.

Educational Background:
The educational background required for this position includes a Bachelor's degree in social and protection sciences, with a preference for degrees in Law or Political Sciences. This educational foundation is crucial for understanding the complexities of humanitarian work and the legal frameworks surrounding protection issues.

Experience:
The position requires a minimum of three years of relevant experience in a senior project implementation role, particularly in humanitarian or recovery contexts. Candidates should have a proven track record of managing projects from start-up to completion, demonstrating their ability to navigate the challenges associated with complex and volatile environments.

Languages:
Fluency in English, both written and verbal, is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if they are relevant to the local context or the populations served by NRC.
