Job Overview: The Health, Safety, Social and Environmental Senior Associate will play a crucial role in supporting the Senior Project Manager by engaging with communities potentially affected by the construction of a new Rule of Law Facility in Sint Maarten. This position requires a proactive approach to stakeholder engagement, social risk management, and compliance with social management practices during the construction phase. The Senior Associate will be responsible for ensuring that human rights principles and social considerations are integrated into the project, aligning with international best practices. The role demands a strong commitment to community interaction, effective communication, and the ability to manage social impacts throughout the project lifecycle. The successful candidate will contribute to building a sustainable and inclusive environment that respects the needs and rights of all stakeholders involved.
Duties and Responsibilities: The duties and responsibilities of the Health, Safety, Social and Environmental Senior Associate include: A. Stakeholder Engagement & Communication: Actively engage with community members and stakeholders to gather input, address concerns, and communicate project developments. B. Social Risk & Impact Management: Identify and assess social risks associated with the project, developing strategies to mitigate negative impacts on affected communities. C. Construction Site Activities & Social Management: Oversee social management practices on construction sites, ensuring compliance with established guidelines and standards. D. Reporting & Compliance: Prepare reports on social management activities, ensuring adherence to UNOPS policies and relevant regulations. E. Capacity Building & Awareness: Facilitate training and awareness programs for stakeholders to enhance understanding of social management practices and promote community involvement in the project.
Required Qualifications: Candidates must possess a Bachelor's degree in Social Work, Sociology, Psychology, Collective Communication, Political Science, Anthropology, or a related field. A Master's degree in one of these disciplines is desirable. Additionally, candidates should have a minimum of 3 years of relevant experience in social management, particularly in community projects, stakeholder engagement, and conflict resolution. Experience in social management of infrastructure projects and applying a human rights approach is highly desirable. Candidates should also demonstrate a strong understanding of gender perspectives, diversity, and inclusion in their work.
Educational Background: The educational background required for this position includes a Bachelor's degree in a relevant field such as Social Work, Sociology, Psychology, Collective Communication, Political Science, or Anthropology. A Master's degree in one of these areas is preferred. Candidates are required to upload their academic diplomas or certifications as part of their application process.
Experience: The position requires a minimum of 3 years of relevant experience in social management, particularly in social and community projects. Candidates should have experience working with stakeholders, facilitating social dialogue, and managing conflict resolution. Experience in projects with a social component, particularly those applying a human rights approach and focusing on gender, diversity, and inclusion, is highly desirable. Additionally, experience in managing social aspects of infrastructure projects will be considered an asset.

Additional Notes: The contract type for this position is a Local Individual Contractor Agreement (LICA), specifically at the ICS7 level, which is equivalent to LICA
