Job Overview: The Monitoring, Evaluation and Learning Officer will work under the supervision of the Rapid Response Manager and is responsible for providing technical and operational support to emergency response teams. The primary goal is to ensure effective collection, analysis, and utilization of Monitoring, Evaluation, and Learning (MEL) data within emergency interventions, including those related to SAFER. This role requires collaboration with emergency response teams to define key indicators and develop specific MEL plans tailored to emergency interventions. The officer will also oversee the continuous use, updating, and optimization of data collection and centralization platforms, ensuring they are configured correctly to meet the needs of emergency responses. Furthermore, the officer will ensure adherence to data collection, validation, archiving, and protection procedures throughout all phases of emergency interventions to guarantee data accuracy and confidentiality.
Duties and Responsibilities: The duties and responsibilities of the Monitoring, Evaluation and Learning Officer include ensuring adherence to NRC policies, manuals, and guidelines in general and specifically in data management; collaborating with emergency response teams to define key indicators and develop a specific MEL plan for emergency interventions; supervising the use, continuous updating, and optimization of data collection and centralization platforms (such as NRC Collect, Kobo Toolbox, ODK, CORE, GORS) while ensuring their proper configuration and adaptation to emergency intervention needs; ensuring compliance with data collection, validation, archiving, and protection procedures in all phases of emergency interventions to guarantee data accuracy and confidentiality; coordinating with the SAFER MEL working group and other MEL teams and partners to harmonize practices and ensure compliance with NRC standards; training and supporting response teams on the use of data collection and analysis tools; regularly producing progress reports and analytical summaries (including dashboards and visualizations) to support strategic decision-making.
Required Qualifications: The ideal candidate for the Monitoring, Evaluation and Learning Officer position should possess a Bachelor's degree in project management, monitoring and evaluation, social sciences, sociology, statistics, or a related field. A minimum of 2 years of professional experience in a similar role within complex and unstable humanitarian contexts is required. Proven results in the responsibilities of the position are essential, along with strong data quality control skills. Excellent analytical skills for both quantitative and qualitative data are necessary, as well as a solid understanding of Microsoft Office Suite, particularly Excel, Word, Outlook, PowerPoint, and Access. Proficiency and experience in using data collection software (KOBO Collect, ODK), databases (MS Access, SQL), geographic information systems (QGIS, ARC GIS), and data visualization tools (Power BI, Tableau) are also required. Strong organizational and communication skills, the ability to work in a team, and excellent written and oral communication skills in French are mandatory, while English is considered an asset. A deep understanding of the socio-cultural and political context of the Democratic Republic of Congo is crucial, and experience in sectors such as Education, Shelter, WASH, Information, Legal Assistance (ICLA), security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">Food Security, CCCM, and humanitarian mediation would be advantageous.
