Job Overview: The Policy Analyst position within the SIGMA Programme is designed to support public governance assessment work across six thematic areas as outlined in the Principles of Public Administration. The role involves providing methodological support to practitioners in social science principles, ensuring validity and reliability in data collection, planning and conducting surveys, and managing databases. The analyst will be responsible for data collection, analysis, and dissemination, working closely with the senior policy advisor on horizontal research and measurement methodology. This position offers an opportunity to contribute to the development and strengthening of SIGMA’s analytical and monitoring capacity in partner countries, making it a stimulating and impactful role in an international environment.
Duties and Responsibilities: The main responsibilities of the Policy Analyst include:
Data and Document Management: Implementing procedures for accurate storage and continuous updating of data from SIGMA’s country monitoring exercises, maintaining the accuracy and consistency of collected data, organizing the SIGMA database, and providing guidelines for its use.
Research and Analysis: Developing and updating questionnaires for data collection, conducting statistical analysis of survey data, contributing to the development of indicators, and preparing presentations and reports for dissemination.
Project Management: Overseeing day-to-day management of measurement projects, managing procurement processes for intellectual services, coordinating with external consultants, and collaborating with other departments on data and measurement projects to enhance synergies.
Required Qualifications: The ideal candidate should possess an advanced university degree (Master level) in relevant fields such as economics, law, politics, social sciences, public management/administration, or statistics. Additionally, a minimum of three to five years of professional experience in data management and databases, public governance issues, and conducting surveys is required. Knowledge of social science research methods and experience with cross-country research and indicator development are advantageous. Practical experience in statistical analysis is also beneficial.
Educational Background: Candidates must have an advanced university degree (Master level) in economics, law, politics, social sciences, public management/administration, statistics, or a related discipline. This educational background is essential for understanding the complexities of public governance and data management.
Experience: The position requires a minimum of three to five years of professional experience in data management and databases, with a strong emphasis on public governance issues. Experience in conducting surveys targeting the general population, businesses, or public servants is crucial. Familiarity with social science research methods and cross-country research is preferred, along with practical experience in statistical analysis.
Languages: Fluency in one of the two OECD official languages (English and French) is mandatory, with knowledge of the other language and a commitment to reach a good working level being essential for effective communication within the organization.
Additional Notes: The position offers an open-ended contract with a monthly salary starting at 6,852.20 EUR, plus allowances based on eligibility, and is exempt from French income tax. The selection process includes a written test and a video-recorded presentation, with panel interviews planned for June.
