Job Overview: The Partnerships and Development Finance Officer will be responsible for providing substantive support for strategic planning and coordination of UN Country Team (UNCT) strategic partnerships aimed at achieving the Sustainable Development Goals (SDGs). This role involves guiding the development and implementation of the UN Partnership Strategy, coordinating working groups for effective strategy implementation, and liaising with UN entities and external stakeholders to foster partnerships. The officer will also advise on resource mobilization strategies, monitor funding streams, and support the design and implementation of joint programs. Additionally, the officer will engage in knowledge management and capacity development activities related to partnerships and resource mobilization, ensuring that the UNCT is well-equipped to navigate the complexities of development financing and partnership opportunities.
Duties and Responsibilities:
Provide substantive support for strategic planning and coordination of UNCT strategic partnerships for SDG achievement, including guidance on the UN Partnership Strategy and coordination of working groups.
Conduct liaison and coordination with UN entities and external stakeholders to define value propositions for partnerships.
Advise the Resident Coordinator and UNCT on risks and opportunities related to partnerships, and provide analysis on due diligence processes.
Develop and implement resource mobilization strategies for the UN Sustainable Development Cooperation Framework, including monitoring existing partnerships and identifying new funding opportunities.
Coordinate the preparation of the Funding Framework and advise on corporate policies for resource management.
Collaborate with the RCO Economist and finance experts to promote partnerships for financing development.
Conduct knowledge management activities, including research and analysis of best practices in partnerships and resource mobilization.
Prepare briefing papers and discussion points on partnership issues related to financing for development.
Perform other related tasks as assigned.
Required Qualifications: Candidates must possess an advanced university degree (Master’s degree or equivalent) in business or public administration, sustainable development, social sciences, education, or a related area. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage. Candidates should demonstrate a strong understanding of sustainable development theories and concepts, as well as the ability to conduct independent research and analysis.
Educational Background: An advanced university degree (Master’s degree or equivalent) in relevant fields such as business or public administration, sustainable development, social sciences, or education is required. Alternatively, a first-level university degree with two additional years of qualifying experience may be accepted. Completion of programs in data analytics or related areas is advantageous.
Experience: A minimum of seven years of progressively responsible experience in providing strategic support to partnerships, project/programme management, resource mobilization, or development finance is required. Candidates should have experience working with government, international development partners, and the UN. Experience in developing and implementing partnership and resource mobilization strategies is essential, along with experience in analyzing and drafting reports. Experience in supporting development financing for SDGs is also required, and two or more years of experience in data analytics or related areas is desirable.
Languages: Fluency in English is required, as it is one of the working languages of the United Nations. Working knowledge of French is also required. Knowledge of another UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge is defined as being 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position may be extended based on the continued existence of the mandate and availability of funding. External candidates selected for this position will receive a fixed-term appointment limited to this role.
