Job Overview: The International Consultant will play a crucial role in supporting IOM Sierra Leone in strengthening the National Referral Mechanism (NRM) to assist and protect migrants in vulnerable situations. This position involves updating the National Standard Operating Procedures (SOP) on protection, return, and reintegration, ensuring that the needs of returnees are met through effective coordination with various stakeholders. The consultant will work closely with local consultants and IOM teams to assess the current state of the NRM, develop a roadmap for its enhancement, and facilitate stakeholder consultations to gather inputs for the NRM's operational framework. The consultant will also be responsible for creating operational tools and sensitization materials to raise awareness about the NRM among different target audiences, including migrants, community members, and government stakeholders. This role requires a deep understanding of migration issues, strong analytical skills, and the ability to collaborate effectively with diverse partners.
Duties and Responsibilities:
Conduct an assessment of the current National Referral Mechanism (NRM) and referral system in Sierra Leone, including a desk review and key informant interviews to identify gaps and opportunities.
Organize a stakeholder consultation workshop to present assessment findings and draft a roadmap for the NRM, incorporating stakeholder inputs.
Support the establishment of an NRM Steering Committee, including drafting Terms of Reference and facilitating initial meetings.
Develop a draft Memorandum of Understanding (MoU) among stakeholders involved in the NRM, outlining roles, responsibilities, and coordination mechanisms.
Draft Standard Operating Procedures (SOPs) for the operationalization of the NRM, including identification and referral processes.
Create awareness-raising materials about the NRM for various target audiences.
Develop a Sustainability Plan to ensure the NRM is institutionalized and supported by national stakeholders beyond the consultancy period.
Required Qualifications: The ideal candidate should possess a minimum of 7 years of professional experience in migration, with a strong background in operational or research roles related to migration issues. The candidate should have experience in developing logical frameworks and monitoring and evaluation (M&E) frameworks, as well as data management skills, including data collection and visualization. The ability to organize and deliver training sessions and strengthen capacities among partners is essential. Strong communication, interpersonal, analytical, and problem-solving skills are required, along with the ability to draft reports, policy documents, and strategic recommendations.
Educational Background: A Bachelor's degree in migration studies, international development, human rights, social work, sociology, or a related field is required. Preference will be given to candidates holding a Master's degree in the same or a related field, as this advanced education will provide a deeper understanding of the complexities surrounding migration and the necessary frameworks for effective intervention.
Experience: Candidates must have a minimum of 7 years of relevant professional experience in migration, particularly within the context of Sierra Leone or similar environments. This experience should include operational roles or proven research knowledge on migration topics, as well as familiarity with the development of frameworks for monitoring and evaluation. Experience in data management, including the use of data collection tools and data visualization techniques, is also essential. The candidate should have a track record of organizing training sessions and enhancing the capacities of various stakeholders involved in migration management.
Languages: Fluency in English is mandatory, as it is the primary language of communication within IOM. Knowledge of local languages, particularly Krio, and other regional languages would be advantageous, as it would facilitate better communication with local communities and stakeholders. Proficiency in additional languages such as French or Spanish, which are also official languages of IOM, may be evaluated during the selection process, potentially through written or oral assessments.
Additional Notes: The consultancy position may involve travel within Sierra Leone and potentially to other regions as required for stakeholder consultations and assessments. The appointment is subject to funding confirmation and medical fitness certification. IOM provides coverage against occupational accidents and illnesses under its Compensation Plan, but consultants are responsible for their own medical insurance for non-occupational accidents or illnesses.
