In July 2010, the United Nations General Assembly created UN Women, the United Nations Entity for Gender Equality and the Empowerment of Women. In doing so, UN Member States took an historic step in accelerating the Organization’s goals on gender equality and the empowerment of women. The creation of UN Women came about as part of the UN reform agenda, bringing together resources and mandates for greater impact. It merges and builds on the important work of four previously distinct parts of the UN system, which focused exclusively on gender equality and women’s empowerment:

The main roles of UN Women are:
> To support inter-governmental bodies, such as the Commission on the Status of Women, in their formulation of policies, global standards and norms.
> To help Member States to implement these standards, standing ready to provide suitable technical and financial support to those countries that request it, and to forge effective partnerships with civil society.
> To lead and coordinate the UN system’s work on gender equality as well as promote accountability, including through regular monitoring of system-wide progress.

Job Overview: The Programme Analyst in Gender Mainstreaming at UN Women is responsible for providing strategic leadership and technical expertise in mainstreaming gender equality across all programming processes. This role is crucial for promoting an enabling environment for gender parity within Sierra Leone. The Analyst will work closely with various stakeholders, including government institutions, civil society organizations, and the private sector, to advance gender equality and women's empowerment (GEWE). The position involves aligning global and national commitments, such as the 2030 Agenda for Sustainable Development and the Medium-Term National Development Plan (MTNDP), with a strong emphasis on engaging the private sector as a key driver of gender-responsive economic growth. The Analyst will also support the Head of Office in strategic programme planning, inter-agency coordination, resource mobilization, and advocacy efforts, ensuring that gender considerations are integrated into all aspects of UN Women’s work in the country.
Duties and Responsibilities: The duties and responsibilities of the Programme Analyst include:
Supporting the Head of Office in strategic planning for the Sierra Leone Country Office by providing substantive inputs on the formulation of concept notes and the office’s strategic note in the area of Gender Mainstreaming.
Contributing to the development of country programming processes and products, including annual workplans and programme/project documents, and preparing UN system joint programming documents.
Providing technical support for inter-agency coordination, including preparing briefing materials for UN events and meetings, and monitoring and reporting on gender dynamics.
Assisting in the development of strategic partnerships and resource mobilization efforts by managing promotional events and preparing background documents for engaging donors and stakeholders.
Coordinating advocacy campaigns related to Gender Equality and Women’s Empowerment, including International Women’s Day and the HeForShe Campaign.
Facilitating knowledge building and sharing by supporting the dissemination of good practices and lessons learned, and contributing to capacity-building exercises.
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The required qualifications for the Programme Analyst position include:
A Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field.
A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage.
Good knowledge of gender equity and women’s empowerment issues, as well as the UN system and inter-agency coordination processes.
Strong analytical skills and the ability to promote gender-specific objectives in UN agency programs.
Educational Background: Candidates must possess a Master's degree or equivalent in a relevant field such as international development, public administration, or public policy. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. A project/programme management certification is considered an advantage.
Experience: Candidates should have at least 2 years of progressively responsible experience in inter-agency coordination and strategic programme planning processes. Experience in the development, planning, implementation, monitoring, and reporting of programmes is required. Experience in gender equality and women’s rights at the international level is desirable, as is experience working in developing countries within the UN system. Proficiency in using computers and office software packages is required, along with experience in handling web-based management systems.
Languages: Fluency in English is mandatory for this position. Additional language skills may be beneficial but are not specified as requirements.
