Job Overview:
As a Disaster Risk Management Officer at ADB, you will play a crucial role in supporting the development, implementation, and coordination of the organization's Disaster Risk Management (DRM) agenda. This position is strategically aligned with the Philippines country office and involves working closely with various stakeholders to enhance disaster resilience and risk management practices. You will be responsible for providing technical support to country teams, engaging with government agencies, and contributing to the design and evaluation of technical assistance projects related to disaster risk management. Your work will involve conducting analyses, producing knowledge products, and monitoring ongoing initiatives to ensure effective disaster risk management outcomes. This role requires a proactive approach to engage with internal and external partners, facilitating collaboration and knowledge sharing to strengthen disaster risk management efforts across the region.

Duties and Responsibilities:
The Disaster Risk Management Officer will have a comprehensive set of responsibilities, including but not limited to: supporting the implementation of the country partnership strategy focused on nature-based development and disaster resilience; engaging with implementing agencies and ministries on disaster risk management; conducting analyses and producing knowledge products related to disaster risk management; monitoring and updating policy initiatives and sector activities; providing technical inputs for ADB investments and technical assistance; advising on disaster-related assessments and documentation; leading the coordination of DRM inputs for various reports and work plans; contributing to knowledge dissemination and communication efforts; mobilizing resources for disaster risk management; conducting awareness-raising and capacity-building activities; participating in national DRM networks; and supporting ad hoc assignments as needed.

Required Qualifications:
Candidates for the Disaster Risk Management Officer position must possess a Bachelor's degree, preferably with advanced training in disaster risk management, civil or structural engineering, economics, urban planning, social sciences, or related fields. A minimum of 8 years of relevant work experience is required, with a strong understanding of disaster risk reduction and management systems. Candidates should demonstrate expertise in disaster risk financing and have experience in processing and implementing investment projects. Knowledge of ADB or other multilateral organizations' processes and systems is advantageous. Strong research, writing, and presentation skills are essential, along with the ability to liaise effectively with stakeholders and work collaboratively within teams.

Educational Background:
The educational background required for this position includes a Bachelor's degree in a relevant field such as disaster risk management, civil or structural engineering, economics, urban planning, social sciences, or related disciplines. Advanced training or qualifications in these areas will be considered an asset, enhancing the candidate's ability to perform effectively in the role.

Experience:
The position requires at least 8 years of relevant work experience in disaster risk management or related fields. Candidates should have a proven track record of working across the hazard spectrum and supporting a holistic approach to disaster risk reduction. Experience in engaging with key stakeholders and understanding the country's disaster risk management system is crucial for success in this role.

Languages:
Proficiency in both Tagalog and English is mandatory for this position, with strong written and verbal communication skills required. Additional language skills may be considered an advantage, particularly if they enhance the candidate's ability to engage with diverse stakeholders and communities.

Additional Notes:
This position is a fixed-term appointment with the option to renew for an initial period of 3 years, following ADB's administrative guidelines. The appointment is not convertible to a regular position and may be extended on an exceptional basis.
