Job Overview: The Senior Gender Officer (Gender Based Violence) position is situated within the Gender Equality Division (CCGE) of the Climate Change and Sustainable Development Department (CCDD) at ADB. This role is crucial for providing technical support in advancing ADB's strategies for preventing, mitigating, and responding to sexual exploitation, abuse, and harassment (SEAH) in projects financed by ADB. The officer will also contribute to broader initiatives aimed at addressing gender-based violence (GBV) across ADB operations. The responsibilities include developing institutional procedures and guidance materials, providing operational support to project teams, and facilitating capacity development programs for ADB staff and partners. The role requires collaboration with various stakeholders, including government officials and private sector clients, to ensure effective implementation of ADB's gender policies and strategies.
Duties and Responsibilities: The Senior Gender Officer will be responsible for a range of duties, including:
Developing key procedures and guidance documents related to SEAH prevention, mitigation, and response in ADB operations.
Supporting sector and project teams in applying internal processes and tools to address GBV/SEAH risks and manage incidents effectively.
Engaging with developing member country (DMC) partners and private sector clients to raise awareness about SEAH and GBV issues.
Managing Technical Assistance (TA) projects focused on SEAH in ADB-financed projects and contributing to other related TA projects.
Conducting knowledge work on GBV/SEAH, including research, country profiles, and service provider mapping.
Preparing technical inputs and coordinating projects with co-financing agreements.
Collaborating with the Office for Safeguards (OSFG) on GBV/SEAH aspects of safeguards policy implementation.
Preparing and delivering management briefings on GBV/SEAH as required.
Performing additional tasks as assigned by the Director of CCGE or designated supervisor.
Required Qualifications: Candidates must possess a Bachelor's degree in gender equality, social sciences, development studies, law, economics, or related fields, with a preference for those holding a Master’s degree or equivalent. Additionally, candidates should have at least 8 years of relevant work experience, preferably in a similar development organization, with a minimum of 4 years in a supervisory role. A strong understanding of safeguarding against GBV/SEAH risks in development operations is essential, along with familiarity with multilateral development bank (MDB) policies and procedures related to GBV/SEAH and social safeguards. Proficiency in IT systems and platforms, including MS Office applications and databases, is required, and familiarity with ADB's IT systems is an advantage. Strong communication, interpersonal, and negotiation skills are necessary, along with the ability to work collaboratively in a multicultural environment.
Educational Background: The educational background required for this position includes a Bachelor's degree in relevant fields such as gender equality, social sciences, development studies, law, or economics. A Master's degree or equivalent is preferred, indicating a higher level of expertise and understanding of the complexities surrounding gender issues and development.
Experience: The position requires a minimum of 8 years of work experience in a relevant field, ideally within a development organization. Candidates should have at least 4 years of supervisory experience, demonstrating their ability to lead teams and manage projects effectively. Experience in addressing gender-based violence and sexual exploitation, abuse, and harassment in development contexts is highly valued.
Languages: Proficiency in English is mandatory, with strong written and verbal communication skills required for effective engagement with diverse stakeholders. Additional language skills may be considered an asset, particularly those relevant to the Asia-Pacific region, enhancing the ability to communicate with local partners and communities.
