Job Overview:
The Disaster Risk Management Officer position is a critical role within the Climate Change and Sustainable Development Department (CCSD) of ADB, specifically within the Disaster Risk Management unit. The officer will be stationed in Yerevan, Armenia, and will play a vital role in the development, implementation, and coordination of ADB's Disaster Risk Management (DRM) agenda. This position requires a deep understanding of disaster risk management principles and practices, as well as the ability to engage with various stakeholders, including government agencies and sector teams. The officer will be responsible for integrating disaster risk management considerations into country partnership strategies and annual programming missions, ensuring that ADB's investments are resilient to disasters. The role also involves providing technical support for project development, conducting analyses, and contributing to knowledge generation and sharing within the organization and with external partners.

Duties and Responsibilities:
The Disaster Risk Management Officer will have a comprehensive set of responsibilities, including:
  • Supporting the Armenia resident mission in integrating disaster risk management into country partnership strategies and annual programming missions.
  • Engaging with implementing agencies and ministries on disaster risk management and connecting key government actors with relevant sector teams.
  • Conducting analyses related to disaster risk management, producing knowledge products, and monitoring policy and sector initiatives.
  • Providing technical inputs for the design, development, processing, implementation, and evaluation of ADB investments related to disaster risk management.
  • Leading the coordination and preparation of DRM inputs for various reports and work plans.
  • Overseeing the performance of assigned administrative staff and providing guidance and feedback.
  • Contributing to the mobilization of resources for disaster risk management and supporting capacity-building activities.
  • Participating in national DRM networks and contributing to ADB's knowledge-sharing efforts.
  • Handling ad hoc assignments as needed, which may involve support to other resident missions.

Required Qualifications:
Candidates for the Disaster Risk Management Officer position must possess a Bachelor’s degree, preferably with advanced training in disaster risk management, civil or structural engineering, economics, urban planning, social sciences, or related fields. Additionally, candidates should have at least 8 years of relevant work experience, demonstrating competency in working across the hazard spectrum to support a holistic approach to risk reduction and disaster risk management. Expertise in seismic risk management and disaster risk financing is advantageous, as is a background in urban development, risk analytics, and public financial management in emergencies. A strong understanding of the country's disaster risk management system and established networks with key stakeholders is essential. Knowledge of ADB's products, processes, and systems is also beneficial, along with strong research, writing, and presentation skills.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in a relevant field, with advanced training in disaster risk management or related disciplines being highly preferred. This educational foundation is crucial for understanding the complexities of disaster risk management and for effectively contributing to ADB's initiatives in this area.

Experience:
The position requires a minimum of 8 years of relevant work experience in disaster risk management or related fields. Candidates should demonstrate a proven track record of working on projects that involve disaster risk reduction, resilience building, and related technical assistance. Experience in engaging with government agencies, stakeholders, and multilateral organizations is also important, as is familiarity with the processes involved in project development and implementation.

Languages:
Proficiency in both Armenian and English is mandatory for this position, as effective communication with internal and external stakeholders is essential. Strong verbal and written skills in these languages will enable the officer to produce high-quality reports, conduct presentations, and engage in discussions with various parties. Knowledge of additional languages may be considered an asset but is not required.

Additional Notes:
This position is classified as a local staff role, open only to nationals and residents of Armenia. It is a fixed-term appointment with an initial duration of 3 years, with the possibility of renewal. The appointment is not convertible to a regular position, and there is no limit on the number of renewals.
