Job Overview: The Wash/Shelter Officer position involves the day-to-day implementation of integrated CC Projects, particularly focusing on Education through WASH in schools and FSL/WASH construction-related works with support to shelter. The officer will be responsible for effective planning, preparation of technical designs, Bill of Quantities (BoQs), supervision of construction works, and providing technical support for integrated activities. Collaboration with WASH officers, Shelter team, FSL, and Education project officers is essential to ensure timely delivery of construction activities. The officer will also assist Project Managers in the overall planning and design of future projects, ensuring that all activities align with NRC's policies and guidelines.
Duties and Responsibilities: The duties and responsibilities of the Wash/Shelter Officer include ensuring adherence to NRC policies, participating in integrated project planning, preparing status reports, and maintaining proper documentation. The officer will promote technical improvements for WASH facilities in schools, prepare monthly progress reports, contribute to capacity building of project staff and community volunteers, and collaborate with local authorities to advocate for the rights of displaced individuals. Specific responsibilities include working with implementing partners on construction works, engaging with communities during technical assessments, supervising contractor works, and ensuring quality control over materials and construction processes. The officer will also develop necessary construction tools, participate in monitoring activities, archive project documents, and ensure accountability and gender sensitivity in programming. Regular reporting on challenges and lessons learned is also required.
Required Qualifications: Candidates must hold a university degree in Environmental Health, Hydraulics, Hydrology, Civil Engineering, Public Works, Architecture, or a related field. A higher education certificate is considered an added advantage. Additionally, a minimum of three years of experience as a Project Officer in a humanitarian or recovery context is required, along with solid knowledge of WASH principles in conflict environments. Documented results related to the position's responsibilities and good English communication skills, both verbal and written, are essential. Candidates should also possess specific skills and knowledge in construction works, borehole construction, irrigation infrastructure, and community sensitization.
