Job Overview: The Senior Finance Manager is a pivotal role within the regional Finance management support team, specifically for Iraq, Lebanon, and Yemen. This position is responsible for ensuring that financial resources are effectively planned and utilized to support program implementation. The Senior Finance Manager will provide leadership and direction for the financial operations of the country programs, working closely with the Deputy Regional Director – Operations and the Regional Finance Director. The role involves strategic financial planning, stakeholder engagement, compliance with donor regulations, and oversight of financial management across multiple countries. The Senior Finance Manager will also play a crucial role in capacity building for finance teams and ensuring that financial practices align with Mercy Corps' mission and values.
Duties and Responsibilities:
Strategy & Vision: Identify opportunities for process improvement in financial management across country offices and develop financial strategies that align with organizational goals.
Representation & Stakeholder Engagement: Serve as the financial liaison between country offices, regional leadership, donors, and partners, ensuring compliance and best practices.
Multi-Country Financial Management & Compliance: Oversee financial planning, cash flow management, and budget monitoring for multiple country programs, ensuring compliance with donor regulations.
Sub-Grantee & Partner Financial Oversight: Review sub-grantee financial assessments and ensure timely payments and proper documentation.
Team Leadership & Capacity Building: Supervise and provide technical support to country finance teams, leading training initiatives.
Operations & Financial Reporting: Ensure effective use of financial resources, maintain banking relationships, and prepare monthly financial reports.
Audit & Risk Management: Support country offices in audits, ensuring compliance with policies and mitigating financial risks.
Required Qualifications: Candidates must possess a BA/S or equivalent in accounting or finance, with at least 7 years of progressive financial management experience, including supervisory roles. Experience with US and EU donors in grants management, financial reporting, and compliance is essential. Strong accounting skills, including management of the general ledger and payroll, are required. Candidates should demonstrate the ability to work collaboratively with other departments and have advanced computer skills, particularly in MS Excel. Effective communication skills in English, both verbal and written, are mandatory, along with the ability to work in insecure environments.
Educational Background: A bachelor's degree in accounting, finance, or a related field is required. Advanced degrees or certifications in finance or accounting are preferred but not mandatory. Candidates should have a solid understanding of financial management principles and practices, particularly in the context of international development and humanitarian assistance.
Experience: The position requires a minimum of 7 years of relevant experience in financial management, with a focus on grants management and compliance with donor regulations. Candidates should have experience managing financial operations in complex, multi-country environments and a proven track record of leading finance teams effectively. Previous experience in insecure environments is also highly valued.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills. Knowledge of additional languages relevant to the regions of operation (such as Arabic) is considered a strong asset but not required.
Additional Notes: The position is based in Jordan and may require occasional travel to support country programs, including travel to insecure locations. The role is full-time and involves significant responsibilities in financial oversight and compliance.
