Job Overview:
The Regional Operations Manager - MENA is a pivotal role within the regional operations management support team, specifically for Iraq, Lebanon, and Yemen. This position is responsible for ensuring that resources are effectively planned and utilized to support program implementation. The manager will work closely with the Deputy Regional Director – Operations and the Regional Supply Chain Operations Director to lead the operational activities of the country programs. The role requires a strategic approach to operations management, ensuring compliance with Mercy Corps policies and donor regulations, and providing high-level operational support to program teams. The manager will also be involved in budget development for operational activities and will play a key role in the overall direction and coordination of Mercy Corps' operations in the region.

Duties and Responsibilities:
The Regional Operations Manager - MENA will manage reliable and cost-effective operations, ensuring the effective implementation of Mercy Corps' strategies. Key responsibilities include supervising facilities and office management, information technology, procurement, asset management, fleet management, and warehouse management. The manager will support program teams by providing timely operations support, ensuring compliance with Mercy Corps and donor regulations, conducting procurement for the region, and providing management information for decision-making. The role also involves strategic oversight, development and implementation of policies and procedures, resource management, team management, and procurement support. The manager will be responsible for maintaining regular control over the operations budget and ensuring compliance with all operational policies and procedures.

Required Qualifications:
Candidates must possess a BA/BS degree in a relevant field and have a minimum of 5 years of senior management experience in either a corporate or INGO sector, with a focus on operational support and strategy development. A working knowledge of SAP Ariba and sound knowledge of administrative and logistics procedures are highly desired. Proven supervisory ability, strong interpersonal skills, and the ability to establish effective working relationships in a diverse environment are essential. Candidates should demonstrate strong organizational, planning, and decision-making skills, as well as analytical and problem-solving abilities. Effective verbal and written communication skills are required, with proficiency in Microsoft Office applications. Excellent oral and written English skills are mandatory, and proficiency in Arabic is a plus.

Educational Background:
A BA/BS degree in a relevant field is required for this position. This educational background should ideally be complemented by additional training or certifications related to operations management, logistics, or supply chain management, which would enhance the candidate's qualifications for the role.

Experience:
The position requires a minimum of 5 years of senior management experience, particularly in operational support roles within corporate or international non-governmental organizations (INGOs). Candidates should have experience in developing strategies and managing operations in complex environments, demonstrating the ability to lead teams and manage resources effectively.

Languages:
Fluency in English is mandatory, with excellent oral and written communication skills. Proficiency in Arabic is considered a valuable asset, as it would facilitate communication and collaboration within the MENA region.

Additional Notes:
The position is based in Jordan and may require occasional travel to support country programs, including travel to insecure locations. The role is full-time and involves working closely with a diverse team in a dynamic and sometimes challenging environment.
