Job Overview:
The Aeronautical Data Operations Quality & Compliance Expert will play a crucial role within the Network Management Directorate, specifically in the Operations Division. This position is responsible for maintaining the quality of aeronautical data managed through recognized quality management systems. The expert will ensure compliance with relevant regulations and contribute to the continual improvement of activities related to aeronautical data quality. The role involves monitoring and maintaining aeronautical data quality standards, planning and executing data quality controls, and conducting audits. The expert will analyze data errors, consult with clients, and produce documentation related to data quality assurance. Additionally, the role requires collaboration with internal and external partners, participation in workshops and projects, and staying updated on the latest developments in data quality and compliance. The selected candidate will be expected to carry out any other tasks aligned with the main purpose of the job, demonstrating a proactive approach to enhancing organizational knowledge and practices.

Duties and Responsibilities:
  • Provide expertise and guidance in maintaining Aeronautical Data Quality of EAD through recognized quality management systems.
  • Ensure compliance with relevant regulations and contribute to continual improvement of activities.
  • Monitor and maintain aeronautical data quality standards, ensuring the availability of high-quality EAD data.
  • Plan and execute data quality controls, including process and client quality reviews and audits.
  • Analyze data errors and consult with clients and EAD Service management for resolution.
  • Produce and maintain EAD data quality assurance documentation.
  • Collaborate with internal and external partners, participating in events, workshops, studies, and projects to share expertise.
  • Stay updated on latest developments, methods, best practices, and trends in data quality and compliance.
  • Carry out any other tasks in line with the main purpose of the job, demonstrating flexibility and adaptability.

Required Qualifications:
  • University degree in a relevant domain (e.g., Quality, security" style="border-bottom: 1px dotted #007bff !important;">Security and Safety Management, Quality Assurance) of 4 years or of 3 years plus 1 year of relevant professional experience.
  • Minimum of 3 years relevant working experience in aeronautical data quality management.
  • QSSM certification and certification or training in AIM or related fields (e.g., EUROCONTROL AIM, FAA certifications).
  • Experience in operational aviation data and Quality Management Systems, including process analysis and KPI/QIs definition.
  • Proficiency in Excel and knowledge of quality standards ISO 9001:201
  • Understanding of air navigation operations and procedures.
  • Strong technical writing skills in English.
  • Excellent stakeholder engagement skills and analytical thinking abilities.
  • Quality focus, communication skills, problem-solving capabilities, and teamwork orientation. 1

Educational Background:
Candidates must possess a university degree in a relevant field such as Quality, Security and Safety Management, or Quality Assurance. The educational requirement can be satisfied by either a four-year degree or a three-year degree accompanied by one year of relevant professional experience. Internal candidates may refer to the intranet for equivalency checks regarding in-house experience and educational qualifications.

Experience:
The position requires a minimum of three years of relevant working experience in aeronautical data quality management. Candidates should have experience in operational aviation data and familiarity with Quality Management Systems, including process analysis and the definition of Key Performance Indicators (KPIs) and Quality Indicators (QIs). Experience working with Aeronautical Information Services (AIS) or Aeronautical Information Management (AIM) systems is also essential.

Languages:
Proficiency in English at level C1 is mandatory for this position. Candidates must also be basic users of French at level A1/A2 by the end of the probation period. The working languages of the Agency are English and French, and candidates should demonstrate strong communication skills in both languages, with a focus on English for this role.

Additional Notes:
The position is a hybrid work arrangement, combining onsite and remote work, although full-time remote working is not offered. The selected candidate will be appointed for a duration of five years, with the possibility of extension or conversion into an undetermined contract. A probationary period of nine months is required before the candidate is established in the post. Applications are accepted only from nationals of EUROCONTROL Member States.
