Job Overview:
The Logistics Technical Assistant will play a crucial role in supporting the logistics operations of the Norwegian Refugee Council in Gondor, Ethiopia. This position involves assisting in the implementation of the delegated project portfolio according to the plan of action, ensuring adherence to NRC policies, tools, handbooks, and guidelines. The Logistics Technical Assistant will be responsible for various logistics functions, including procurement, fleet management, and store management. The role requires a proactive approach to problem-solving and the ability to work under pressure while meeting deadlines. The position also involves significant travel, approximately 60%, to remote areas, which may include working in basic living conditions. The successful candidate will be expected to contribute to technical improvements and coordinate effectively with relevant partners and sectors.

Duties and Responsibilities:
The Logistics Technical Assistant will have a range of duties and responsibilities, including but not limited to:
  • Procurement: Assisting in ensuring that all NRC procurements are completed according to established procedures and within stipulated timeframes. This includes ensuring compliance with NRC procurement policies, procedures, and standard operating procedures (SOPs).
  • Fleet Management: Supporting the efficient and effective management of the fleet by assisting in resource allocation and maintenance in line with NRC transport guidelines and manufacturers' recommendations.
  • Store Management: Handling goods receipts, ensuring proper storage, and managing documentation professionally. The assistant will maintain accurate records in accordance with logistics formats and procedures, keep storage areas organized, and report any issues related to stock storage to the Logistics Officer or Area Manager.
  • Reporting: Conducting regular stock reconciliations and reporting on stock balances weekly, monthly, and quarterly. The assistant will also report any obsolete, damaged, lost, or missing items and conduct periodic inventory checks as per NRC policies.
  • General Support: Providing support in promoting and sharing ideas for technical improvements and assisting in coordination with relevant partners and sectors.

Required Qualifications:
The position requires the following qualifications:
  • Basic experience working as a logistics assistant in a humanitarian or recovery context.
  • Previous experience in complex and volatile environments.
  • Documented results related to the responsibilities of the position.
  • A Bachelor’s degree in Logistics and Supply Chain Management or related disciplines.
  • 1-2 years of work experience as a Logistics Assistant or in a similar role.
  • Strong communication skills, both orally and in writing, in English and Amharic, with proficiency in additional local languages being an advantage.
  • Ability to work under pressure and meet deadlines, with a proven track record of achieving set benchmarks and objectives.
  • Competence in communicating effectively both vertically and horizontally within the organization.

Educational Background:
Candidates must possess a Bachelor’s degree in Logistics and Supply Chain Management or a related field. This educational background is essential for understanding the principles and practices of logistics management, procurement processes, and supply chain operations, which are critical for the successful execution of the responsibilities associated with this position.

Experience:
The ideal candidate should have 1-2 years of relevant work experience as a Logistics Assistant or in a similar role. This experience should ideally be within a humanitarian or recovery context, demonstrating the ability to navigate complex and volatile environments effectively. Candidates should have a proven track record of managing logistics operations, adhering to policies and procedures, and achieving results in line with organizational objectives.

Languages:
Fluency in both oral and written English and Amharic is mandatory for this position. Proficiency in additional local languages is considered an asset, as it enhances communication with local communities and stakeholders, which is vital for the successful implementation of logistics operations in the region.

Additional Notes:
The position is based in Gondor, Ethiopia, with a duty station that may require travel to remote areas, accounting for approximately 60% of the time. The contract duration is for 6 months, with the possibility of extension based on performance and organizational needs. The role is full-time, and candidates should be prepared to work flexibly, including weekends, and to adapt to basic living conditions in rural locations.
