Job Overview:
As a Program Officer, the individual will be responsible for establishing and managing an advanced analytics capability that informs critical decisions within the Global Policy & Advocacy (GPA) division and the foundation as a whole. This role involves leading the technical aspects of data sourcing, processing, analysis, and visualization, enabling teams to effectively leverage development finance and policy-relevant data. The position is not merely about research; it requires collaboration with various teams to ensure that the foundation's work is informed by robust economic and financial analysis. The Program Officer will play a crucial role in supporting advocacy efforts and building partnerships that advance the foundation's objectives on a national and global scale. This is a limited-term employment position for 24 months, offering competitive compensation and generous benefits, with relocation assistance available if necessary.

Duties and Responsibilities:
The Program Officer will perform a variety of functions, including:
  • Data Architecture & Management: Identify, acquire, and maintain relevant datasets related to development finance and outcomes. Establish robust data pipelines and develop quality assurance code for repeated use across datasets. Collaborate with IT and Communication teams to implement secure data storage and sharing solutions.
  • Analytics & Reporting: Create interactive data dashboards using tools like Power BI or R-Shiny. Produce regular data insights through internal notes and leadership-ready analyses. Apply AI models and machine learning techniques to generate novel insights.
  • Knowledge Sharing & Capacity Building: Maintain a central knowledge hub with technical documentation and best practices. Conduct training sessions and host events to promote the use of empirical data across GPA.
  • Methodological Leadership: Serve as an internal data expert on major development finance datasets, drafting technical notes to improve data collection and analysis.
  • Collaboration & Strategic Alignment: Work closely with leadership and cross-functional teams to identify and fulfill emerging data needs, supporting strategic planning efforts and liaising with external data providers.

Required Qualifications:
Candidates must demonstrate skills and expertise in data analytics related to development finance, including ODA and OOF. Proficiency in producing advanced data analytics, dashboards, and visualizations for senior leadership is essential. Experience in setting up automated data processing pipelines and ensuring data integrity across various sources is required. Candidates should have hands-on experience with advanced data analysis tools such as R, Python, and SQL, and be familiar with econometric modeling and machine learning techniques. Strong communication skills for crafting policy-oriented research and strategic advisory materials are also necessary.

Educational Background:
A relevant educational background is required, typically including a degree in economics, data science, public policy, or a related field. Advanced degrees may be preferred, particularly for roles involving complex data analysis and policy research.

Experience:
Candidates should have a minimum of 5 years of proven experience in a similar role, focusing on data-driven policy analysis, research, and strategic insights. Experience in international development, philanthropy, government, or a global policy institution is strongly preferred, along with a track record of working with major development finance datasets.

Languages:
Proficiency in English is mandatory, and knowledge of additional languages may be beneficial, particularly in contexts relevant to international development and global policy.

Additional Notes:
This position is a 24-month limited-term employment role with competitive base compensation and generous benefits. The salary range for this role is between $140,200.00 and $210,200.00 USD, with specific adjustments for high-wage markets like Washington D.C. New hires typically fall between the minimum and midpoint of the salary range, depending on their skills and experience. Employment is contingent upon successful completion of a background check, and candidates must be able to legally work in the U.S. without visa sponsorship.
