Job Overview:
The HRT Asia Representative position is a critical role within the Humanitarian Representation Team (HRT) of MSF International. This role is designed to provide direct operational support to MSF’s programs in South-East Asia, with a particular focus on the ongoing Myanmar conflict and the Rohingya crisis. The representative will engage strategically with regional and global actors to address issues related to access, displacement, and refugee needs. The position requires maintaining active relationships with various stakeholders, including political, humanitarian, medical, and civil society networks, to ensure that MSF operations are informed by relevant analyzed information. The representative will also facilitate inter-desk coordination meetings and collaborate closely with regional desks, advocacy referents, and Heads of Mission (HOMs) to identify key contexts and priority topics for engagement. This role is essential for strengthening MSF's operational support and ensuring impactful engagement in the region.

Duties and Responsibilities:
The HRT Asia Representative will be responsible for monitoring the need for support to other Asia-Pacific operations and emerging humanitarian crises, particularly in response to natural disasters, population displacements, or conflicts. Key duties include:
  • Collaborating with regional desks and advocacy units to identify priority topics for engagement.
  • Facilitating operational coordination among desks and missions, focusing on stakeholder mapping and oversight to prevent duplication of efforts.
  • Engaging with ASEAN countries and reinforcing strategic engagement with ASEAN’s Five-Point Consensus on Myanmar.
  • Broaden MSF’s external network across South-East Asia and the Asia-Pacific, coordinating with relevant focal points in MSF Australia, Japan, South Korea, Hong Kong, and MSF South Asia.
  • Maintaining and strengthening relationships with ASEAN institutions and permanent representations in Jakarta.
  • Coordinating with the APAC Partnership on climate adaptation work across missions and operations.
  • Engaging with regional health actors and building relevant networks.
  • Developing the HRT Asia regional network by deepening collaboration with MSF sections and offices.

Required Qualifications:
Candidates must possess strong analytical and strategic thinking skills, with the ability to engage effectively with diverse stakeholders. Excellent communication and interpersonal skills are essential, as well as the capacity to work collaboratively in a multicultural environment. Candidates should demonstrate a commitment to humanitarian principles and MSF's mission. Proficiency in project management and advocacy is highly desirable, along with the ability to navigate complex political landscapes.

Educational Background:
A degree in international relations, humanitarian studies, public health, or a related field is required. Advanced degrees or specialized training in humanitarian assistance, conflict resolution, or related disciplines will be considered an asset.

Experience:
Candidates should have a minimum of 5 years of relevant experience in humanitarian operations, advocacy, or related fields. Experience working in the Asia-Pacific region, particularly in contexts related to conflict and displacement, is highly desirable. Familiarity with MSF's operational context and humanitarian principles will be an advantage.

Languages:
Fluency in English is mandatory, and proficiency in additional languages relevant to the region, such as Burmese or Thai, is considered a strong asset. Knowledge of other Southeast Asian languages may also be beneficial.

Additional Notes:
This position is a full-time role with an 18-month contract, which may be extended based on performance and organizational needs. The successful candidate will be offered a compensation and benefits package in line with MSF's practices in the entity establishing the contract. The position requires regular travel within the region, particularly to Jakarta, Kuala Lumpur, and Singapore, to facilitate engagement with stakeholders and support MSF operations.
