Job Overview:
The Head of Data Management Division will play a pivotal role in the EIB's data transformation journey, ensuring that data management aligns with the organization's business goals, IT strategies, and architectural principles. This position requires a strategic leader who can unlock the potential of data through governance, innovative AI, and analytics. The successful candidate will be responsible for developing and implementing a comprehensive EIB Group Data strategy that focuses on data collection, reporting, dashboarding, analytics, and AI. This strategy aims to empower better decision-making, enhance data quality, boost technology capabilities, and drive efficiency gains, all while supporting the EIB's business objectives. The role demands delivering high-quality, reliable data services across the EIB Group, enabling teams to make informed decisions and drive impactful outcomes.

Duties and Responsibilities:
  • Provide input and proactively contribute to the development of an overall IT strategy for the EIB Group, ensuring alignment with the organization's business strategy and external IT trends and developments.
  • Develop and refine policies for the data management domain.
  • Drive data-driven decision-making by collaborating with IT teams and business units.
  • Ensure data security" style="border-bottom: 1px dotted #007bff !important;">security, privacy, and regulatory compliance by implementing industry best practices, risk assessments, and cybersecurity measures to safeguard sensitive data assets.
  • Maximize data value by integrating AI and analytics into core business functions to drive operational efficiency and better data valorisation.
  • Lead and participate in organization-wide transversal projects, working groups, internal committees, and forums to ensure best practices are taken into account.
  • Recruit, lead, develop, and retain highly qualified staff in a complex and fast-paced environment, fostering a high-performance, data-driven culture.
  • Monitor and control the implementation of projects/programmes in the Data Management domain to ensure timely and budget-compliant delivery that brings all foreseen business benefits.
  • Provide leadership and guidance on complex issues to Division staff members, ensuring timely resolution of business issues while fostering a collaborative team environment. 1
  • Drive and deliver simplification of the vendor landscape, shifting towards an outcome-based service model incorporating agile ways of working. 1
  • Stay updated on market trends in Data Management technology and service delivery models, testing and learning from new capabilities and scaling up competencies.

Required Qualifications:
  • University degree (minimum an equivalent to a Bachelor) preferably in computer science or information technology related domain.
  • Minimum 10 years of experience managing large IT projects and supporting production solutions/services, with a focus on Data Warehousing, Data Lakes, Analytics, and AI/ML platforms.
  • Experience in managing and coaching substantial internal and external teams, ideally within multicultural environments or international organizations, with a minimum of 5 years of experience in managing large teams.
  • Extensive experience in delivering solutions in hybrid (on-prem/cloud computing) environments for data warehousing, data lake, analytics, and artificial intelligence.
  • Business expertise preferably in the banking industry, delivering data services, demonstrating knowledge and understanding of the financial sector and relevant products.
  • Demonstrated experience in managing vendors in outcome-based and/or outsourcing services model.
  • Proven record of delivering complex projects and managing a portfolio of projects in one's area, evidenced by tangible results and effective use of various methodologies.
  • Demonstrated experience in managing and delivering daily critical IT services/operations adhering to ITIL best practices.

Educational Background:
A university degree in a relevant field such as computer science, information technology, or a related domain is required. The minimum educational qualification is equivalent to a Bachelor's degree, which provides the foundational knowledge necessary for the technical and managerial aspects of the role.

Experience:
The position requires a minimum of 10 years of experience in managing large IT projects and supporting production solutions/services, particularly in areas such as Data Warehousing, Data Lakes, Analytics, and AI/ML platforms. Candidates should have substantial experience in managing and coaching teams, ideally within multicultural environments or international organizations, with at least 5 years of experience in managing large teams. Experience in delivering solutions in hybrid environments and business expertise in the banking industry is also essential.

Languages:
Proficiency in English and/or French is required, with a good command of the other language. Knowledge of other EU languages, especially French, would be advantageous. Proficiency is understood to mean the attainment of level 5 of the Inter Institutional language courses, corresponding to B1.2 of the Common European Framework of Reference for Languages (CEFRL).

Additional Notes:
This is a full-time position at grade 7, and the EIB offers a permanent contract. The role requires regular office presence at the Luxembourg headquarters. The EIB provides relocation support for candidates moving to Luxembourg. The application deadline is set for 11th May 2025, with initial feedback expected in May 2025, followed by assessment centers for selected applicants in June 2025 and panel interviews anticipated for June/July 202
