Job Overview: The Programme Analyst, M&E will play a pivotal role in defining results and facilitating the monitoring and evaluation of UNFPA's strategic initiatives. This position involves coordinating the development and implementation of a costed evaluation plan, ensuring adherence to UNFPA Evaluation Quality Standards, and promoting the use of results information for program adaptations. The analyst will work closely with various stakeholders, including the Head of Programme and the Head of Office, to ensure effective planning and monitoring of the portfolio. The role requires expertise in results-based management (RBM) and evaluation, with a focus on improving the quality and results orientation of UNFPA-supported programs. The analyst will also support the design and management of the Monitoring, Evaluation, and Learning (MEL) system for specific projects, ensuring compliance with donor requirements and global best practices. This position is essential for enhancing institutional and national capacity in RBM and evaluation, ultimately contributing to the achievement of UNFPA's strategic goals.
Duties and Responsibilities: The Programme Analyst, M&E will be responsible for a wide range of duties, including:
Planning, Monitoring, and Reporting: - Contributing to the development of the country programme document and UNSDCF aligned with UN and UNFPA policies. - Developing and implementing comprehensive M&E frameworks and tools to track progress against expected results and key performance indicators (KPIs). - Collecting, analyzing, and synthesizing data for regular performance monitoring and reporting. - Liaising with program and operations staff to produce quality program updates and reports. - Providing technical support to implementing partners in developing Performance Monitoring Frameworks (PMFs). - Coordinating with the Programme Team to ensure standardized data collection and analysis.
Evaluation: - Coordinating the development and implementation of the costed evaluation plan, managing individual decentralized evaluation processes, and ensuring quality in accordance with UNFPA standards. - Promoting the use of evaluation findings in program formulation and decision-making.
Knowledge Management and Capacity Building: - Conducting field visits to monitor project implementation and engage with beneficiaries. - Organizing M&E training sessions for UNFPA staff and partners. - Establishing community feedback mechanisms to integrate beneficiary voices into project implementation.
Coordination and Partnership: - Collaborating with UNFPA country program teams, UN agencies, and government counterparts to align M&E activities with national priorities. - Representing UNFPA in inter-agency M&E working groups and ensuring compliance with UNFPA's RBM guidelines.
Required Qualifications: The ideal candidate for the Programme Analyst, M&E position should possess the following qualifications: - Advanced university degree (Master’s or equivalent) in Statistics, Public Health, Demography, Social Sciences, Development Studies, Economics, Monitoring & Evaluation, or a related field. - At least 2 years of relevant national/international experience in results-based management, monitoring, and evaluation. - Proficiency in office software packages and web-based management systems, along with practical experience with statistical software (e.g., SPSS, Stata, R, or Power BI). - Familiarity with UNFPA transformative areas and experience in humanitarian programs are considered assets. - Strong analytical and report writing skills, with the ability to synthesize program performance data. - Experience in field monitoring and conducting evaluations in fragile or emergency settings is highly desirable. - Knowledge of monitoring and evaluation frameworks, donor reporting requirements, and RBM principles is essential.
Educational Background: Candidates must have an advanced university degree (Master’s or equivalent) in a relevant field such as Statistics, Public Health, Demography, Social Sciences, Development Studies, Economics, Monitoring & Evaluation, or a related discipline. This educational background is crucial for understanding the complexities of monitoring and evaluation in the context of UNFPA's work.
Experience: Candidates should have at least 2 years of relevant experience in the field of results-based management, monitoring, and evaluation, either at the national or international level. This experience should include practical knowledge of statistical software and familiarity with UN programming frameworks. Experience in humanitarian programs and working with UNFPA or other multilateral organizations is highly desirable, as is experience in conducting evaluations in fragile or emergency settings.
Languages: Fluency in French (spoken and written) is required for this position, as it is essential for effective communication within the organization and with stakeholders. A working knowledge of English is highly desirable, as it enhances collaboration with international partners and contributes to the overall effectiveness of the role.
