Job Overview: The Development Coordination Officer, Partnerships, is a fixed-term position located in the UN Resident Coordination Office in Belgrade, Serbia. This role involves providing strategic support for the UN Country Team's (UNCT) partnerships aimed at achieving the SDGs. The officer will work closely with the Resident Coordinator and UNCT to foster partnerships with civil society, the private sector, and other stakeholders. The position requires a proactive approach to resource mobilization and the development of partnership strategies that align with the UN Sustainable Development Cooperation Framework. The officer will also be responsible for knowledge management and capacity development related to partnerships and resource mobilization at the country level, ensuring that the UNCT is well-equipped to engage with various partners effectively.
Duties and Responsibilities: The Development Coordination Officer will be responsible for several key functions:
Providing substantive support for strategic planning and coordination of UNCT partnerships for SDG achievement, including resource mobilization for the UN Sustainable Development Cooperation Framework.
Supporting joint UNCT strategic partnerships and resource mobilization initiatives, including pooled funds.
Collaborating with UNCT finance experts to promote partnerships that support financing for the SDGs.
Assisting in the development and implementation of the UN Partnership Strategy and supporting the establishment of a working group for effective implementation and monitoring.
Conducting liaison and coordination with UN entities to define a value proposition for local partnerships.
Advising on risks and opportunities related to partnerships and providing inputs on due diligence processes.
Supporting the development of partnership strategies that address thematic issues such as youth, disability inclusion, and gender equality.
Participating in joint resource mobilization initiatives and managing pooled funds for the Cooperation Framework.
Analyzing funding streams and supporting the UNCT in preparing the Multi-Year Funding Framework. 1
Promoting knowledge management and capacity development through active participation in communities of practice and knowledge networks.
Required Qualifications: Candidates must possess a minimum of five years of progressively responsible experience in policy and technical advice, project/programme management in development cooperation, or a related area. Experience in preparing project/programme proposals and developing and implementing partnership and resource mobilization strategies is essential. Familiarity with financing for SDGs is desirable. Candidates should demonstrate a strong track record in managing partnerships and mobilizing resources effectively.
Educational Background: An advanced university degree (Master's degree or equivalent) in business or public administration, sustainable development, economics, social sciences, education, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is considered an advantage.
Experience: The position requires a minimum of five years of relevant experience, with a focus on policy and technical advice, project/programme management, and partnership development in the context of development cooperation. Candidates should have a proven ability to prepare project proposals and implement resource mobilization strategies effectively. Experience in financing for the SDGs is a plus, indicating a comprehensive understanding of the financial landscape related to sustainable development.
Languages: Fluency in English and Serbian is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage. Fluency is defined as a rating of 'fluent' in all four areas (reading, writing, speaking, understanding), while knowledge of another language is rated as 'confident' in two of the four areas.
Additional Notes: This is a fixed-term limited position with an initial appointment period of one year, subject to availability of funds and budgetary approval. The position is open to nationals of Serbia only, and candidates residing outside Serbia may be considered if no suitable local candidates are identified.
